OBJECTIVES OF THE PROGRAMME To lead, direct and inspire the programmes and activities of the Division of Country Health Policies and Systems. To ensure country focus through the provision of high quality technical support to the Member States of the European Region building on the principles of equity and solidarity. The Division of Country Health Policies and Systems aims to assist countries in the Region to design, establish and implement appropriate health policies and systems to strengthen Universal Health Coverage in the Region. By fostering inter-programmatic collaboration and jointly delivering against WHO’s Global Programme of Work (GPW), European Programme of Work (EPW), Sustainable Development Goal (SDG) indicators, and the triple billion goals more effectively and efficiently, the Division focuses on assisting Member States to: Enrich the evidence base for policy design and interventions, including through EURO’s publications programme. Achieve Universal Health Coverage by strengthening national, regional and local health policies, public health and the health system pillars in line with WHO strategies and policies and SDGs. Strengthen health system investment to adopt and implement policies that promote health, prevent illness and facilitate access to quality health services, by ensuring an inclusive approach across the life course. Build capacity for health systems innovation. Provide high-quality, integrated, people-centred health services, based on primary health care strategies. Promote health across the life course, particularly focusing on (1) child and adolescent health; (2) sexual and reproductive health, including making pregnancy safer and women’s health; (3) healthy aging, disability and long-term care; and (4) mental health. Ensure effective health governance and financing. Strengthen the health workforce. Develop frameworks which increase access to affordable medicines and technologies and promote the uptake and implementation of digital technology. DESCRIPTION OF DUTIES Under the direct supervision of the Regional Director and in close collaboration with the Director, Programme Management and Divisional Directors, the incumbent: 1. Leads the Programmes Promotes WHO leadership in the Division’s programmes, including through relevant research and use of WHO norms and standards and social science interventions for public health, in order to advise countries in the region on innovative actions on priority issues. Ensures the availability of a strong evidence base so that programmes are informed by quality health intelligence and their impact can be monitored and evaluated. Leads the development of effective mechanisms to enable and support countries to design, establish and implement policies, programmes and health systems that improve health at all levels though increased Universal Health Coverage. 2. Manages the Programmes Plans, manages, monitors and evaluates the assigned programmes, including leading and directing the Regional Advisors and the Geographically Dispersed Offices via the Heads of WHO Country Offices and in coordination with the host Member States and other EURO divisions. Ensures high quality programme delivery and accountability, including the effective management of the Division’s human and financial resources, operating under a Delegation of Authority from the Regional Director. Drives and guides Division-wide resource mobilization activities within the Region, working closely with WHO Country Offices and the EURO resource mobilization team. 3. Builds partnerships Contributes to effective and efficient three level coordination in the areas of responsibility, ensuring that countries benefit from the best possible support and advice from WHO Headquarters, Regional Office and Country Office resources, including UN system at country level. In cooperation with other Directors, promotes intra- and inter-Divisional teamwork, encompassing WHO Country Offices, Geographically Dispersed Offices and WHO Collaborating Centres, in planning and management of Divisional programmes. Oversees and ensures rapid and clear information flows with other Regions and WHO/HQ. Within WHO's overall policy framework, harmonizes the work of the Division’s technical units at country and regional levels, as well as with national authorities on follow-up actions on major global conferences and conventions related to the Division’s programme areas. Coordinates and influences partner organizations, including non-UN multilateral organizations and bilateral development agencies (including development banks), to review, plan, manage and evaluate sector-wide approaches. 4. Contributes to WHO Regional coordination Serves as a member of EURO’s Executive Council and actively supports the Regional Director, Director, Programme Management and other EURO Directors. Serves as part of the technical secretariat for WHO governing body meetings (WHA, EB, RC and the Standing Committee of the Regional Committee (SCRC)) and other senior management and advisory meetings. 5. Other duties Performs any other duties assigned by the Regional Director. REQUIRED QUALIFICATIONS Education Essential: University Degree at post-graduate level in public health. Desirable: Post graduate specialisation at the level of PhD in health, health policy or health system performance. Experience Essential: In total, at least fifteen years’ experience in health systems policy and management, including at a senior level, with experience in a national administration of public health policy development, with high political impact in middle and high-income countries. Considerable experience in an international context. Desirable: Experience working with senior level policy makers and international civil society organisations in a health- related field. Skills Thorough knowledge of WHO’s values, goals, policies, structure and functions Demonstrated knowledge of the policy environment across all the foundational health system pillars, including affordable medicines, health work force, digital health, health financing and health information Demonstrated ability to conduct needs assessment, policy development, programme implementation and evaluation Demonstrated ability to utilize health data sources and research evidence to monitor trends and plan appropriate policy and programmatic responses Demonstrated ability to mobilize resources Diplomacy, tact, courtesy and ability to deal with and communicate effectively and empathetically with senior level officials, multiple stakeholders, and staff from diverse cultural and professional backgrounds Strong written and oral communication skills, including publication in peer-reviewed journals Demonstrated leadership and organizational skills in a multi-disciplinary context WHO Competencies Teamwork Respecting and promoting individual and cultural differences Communications Promoting WHO's position in health leadership Ensuring the effective use of resources Building and driving partnerships across the Organization and beyond Use of language skills Essential: Expert knowledge of English Desirable: Intermediate knowledge of other EURO language (French, German or Russian) REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 100.800 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4880 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
