Reporting to the Assistant Vice-President: Campus Operations and Risk Management, the Manager, Enterprise Risk and Insurance is responsible for providing direction and oversight to the development and administration of a comprehensive short and long range enterprise risk management program to identify, analyze and respond to institutional risk exposure. In addition, this position will lead and coordinate the University’s corporate insurance program, ensuring the appropriate terms, conditions, pricing, coverage and operational risk management strategies are in place. This position has a university-wide mandate and is based at the Brantford Campus. The incumbent provides leadership in a multi-campus environment, requiring regular interaction, communication and collaboration with internal and external stakeholders at the Waterloo Campus, Brantford Campus, and Toronto office. The Manager will ensure the unit’s policies, programs and services are delivered equitably across all campuses and reflect the needs of local stakeholders. Hours of Work: The normal hours of work are 8:30 am to 4:30 pm, Monday to Friday. Flexibility in hours will be required, including evening and/or weekend work due to the after hour insurance incidents and project requirements. Responsibilities Enterprise Risk Management Provide strategic direction in the development and administration of a comprehensive short and long-range enterprise risk management program to identify, analyze, and respond to risk exposures; Lead and provide oversight for the institutional ERM and assessment process; identify, evaluate, mitigate and monitor enterprise risks and drive continuous improvement of risk management practices. Advisor and risk management resource to the Operational Risk Management Committee (ORMC), Executive Leadership Team (ELT) and Audit and Compliance Committee (ALC) to provide oversight, implement and monitor the enterprise risk management program for the University; Develop and support the implementation ERM tools, practices, and policies to evaluate, analyze and report enterprise risks and to manage such risks and action plan accordingly; Work with partners across the University in an advisory capacity to ensure that the Enterprise Risk Management program is properly and efficiently established; Promote education and strong risk awareness at the University Develop and implement tools which enhance the ERM framework and help identify, assess, monitor, communicate and report on key risk areas and best practices. Prepare dashboards and the quarterly and annual reports for the Board of Governors and associated committees on enterprise risk management to ensure that executive leadership team are informed of the risks and accept the management of them. Insurance Management Administer the university corporate insurance program; negotiate and procure insurance ensuring appropriate terms, conditions, pricing, and coverage; develop alternative risk financing, risk transfer and controls. Make recommendations to university administrators regarding current coverage and insurance risks not currently covered and what potential effect they may have on the University’s financial condition and/or reputation. Provide a cost benefit analysis to university administrators for assistance in decision making. Develop insurance budgets in conjunction with other departments (Finance, FAM, etc) Monitor contractors and third parties to ensure compliance with contractual provisions and obligations; Review any claims and lawsuits with input from internal and external legal by analyzing insurance policies for coverage, recommending possible resolutions, and facilitating insurance submissions and payments. Lead implementation of applicable insurance policies, standards, guidelines, and processes; Coordinate preparation of documentation for the placement of insurance such as: Statements of Values for property (building, contents, equipment, etc.); insurance application forms; and other information required by insurers and/or insurance brokers to provide quotations and insurance policies Review insurance clauses during the renewal negotiations of the university’s insurance program – including analysis, evaluation and consistent improvement of the overall insurance program; Review requests for Certificates of Insurance, and obtain and provide Certificates of Insurance; Manage and track claims in conjunction with other departments (Legal, FAM, Finance, etc.). Assist in devising plans to minimize costs and damage should a loss occur. Manage the university’s insurance needs to protect the university’s assets; Maintain relationships with the university’s insurance brokers, CURIE, adjusters, legal services, etc. Monitor the provincial and federal government policies related to insurance; Develop standard operating procedures for managing operational risk, insurance loss prevention and insurance issues; Develop, implement loss funding and risk financing mechanisms to ensure the availability of funds; Collaborate with SHERM to develop safety programs, updating assets with better safety features and other mechanisms for risk reduction or avoidance; Liaise and collaborate with SHERM to provide integrated and cost effective operational risk mitigation strategies; Collaborate and assist SHERM in training staff, faculty and/or volunteers about risk awareness and showing them how reducing potential risks can help reduce the costs of insurance policies and/or deductible amounts; Provide annual report to university administrators and Board regarding insurance status, uninsured risks, claims status and ongoing claims. Requirements University degree plus a minimum of five (5) years’ related work experience in enterprise risk management and insurance, preferably in a post-secondary environment or a complex Professional designation in Canadian Risk Management (CRM) or Certified Insurance Professional (CIP) or equivalent. Experience with data collection, analysis, and preparation of written and oral reports. Knowledge of legal principles, contracts and loss prevention systems. Demonstrated ability as an influencer and champion of best practices in enterprise risk management; Excellent planning, organizational and I.T. skills; Proven ability to dealing with multiple stakeholders with varying levels of insurance understanding; Strong research and writing skills; ability to produce accurate, timely and concise reports; Strong analytical thinker including the ability to solve problems objectively with innovative solutions; Strong customer service orientation; Strong project management skills and demonstrated completion of projects with multi-stakeholder involvement in a complex environment; Proven ability to consistently exercise sound independent judgment.
