Deputy Director of Utility Accounting and Finance Anticipated Starting Salary Range: $109,097 – $135,000 Starting Salary Commensurate with Qualifications and Experience The Virginia State Corporation Commission (Commission) seeks a highly professional and talented leader to serve as a Deputy Director of its Division of Utility Accounting and Finance (Division). This is a leadership and managerial position reporting to the Director of the Division. The Deputy Director provides leadership over, and is responsible for, establishing goals, objectives, and management policies for the Division and directing financial analyses of public utilities. The Deputy Director is responsible for: monitoring the utility industry; keeping abreast of the financial and accounting markets to identify regulatory issues; advising the Commission on financial matters concerning utilities; making presentations to the General Assembly concerning utility matters and pending bills and resolutions; and recommending solutions to address regulatory issues. Other responsibilities include: managing a Staff of expert witnesses; reviewing staff policy, reviewing Staff testimony and recommendations; providing expert testimony on financial matters; and assisting in the preparation of legislation, opinions, and briefs. Public presentations and travel are required. Minimum Qualifications Preferred Qualifications Preferred qualifications for this position include comprehensive professional senior level experience in the management or regulation of public utility companies, including experience in utility accounting or finance; experience leading and managing professional staff; and educational background or experience in Accounting, Business Administration, Finance, Economics, or a related field. Extensive knowledge of the laws, rules, and regulations governing the operations of public utility companies is advantageous. Knowledge of the accounting and financial practices of public utility companies is essential. A CPA, CMA, CIA, CFA, and/or similar related designations are strongly preferred. The ideal candidate will have the ability to: think strategically; lead, coach, and develop professional staff; delegate responsibility and review results to ensure deliverables are met; make quality and timely decisions; and prepare written material in a clear, concise and meaningful manner. The ability to establish and maintain effective working relationships with the General Assembly, Commission staff, industry personnel, and the general public is central to this position. Excellent interpersonal and communication skills are essential.
