CALL FOR EXPRESSIONS OF INTEREST for UNICEF ECARO Pre-Qualified Consultants’ Roster of Experts in Social Protection, Child Poverty, Local Governance, and Public Finance Management Background In the Europe and Central Asia region (ECAR), UNICEF is increasingly engaged in providing analytical and technical support in social protection, public financial management, child poverty analysis, and support to local governance in order to support more equitable and more sustainable results for children. To support Country Offices in their work in these areas, UNICEF’s Regional Office for Europe and Central Asia has established a regional roster of experts to facilitate the swift engagement of social and economic policy expertise. The regional roster was originally developed in 2015. UNICEF is now in the process of updating the roster. Scope of work and duties UNICEF’s Regional Office for Europe and Central Asia invites qualified experts to express their interest in being included in the Experts’ Roster to deliver advisory services, access to knowledge, and technical expertise to UNICEF’s social policy portfolio in the following areas: Child-Sensitive Social Protection; Child Poverty analysis and advocacy; Public Finance for Children (PFM); and Local Governance/Decentralization. Consultants may provide a range of advisory services to UNICEF’s Regional Office, Country Offices and their government partners in the four thematic areas above. The range of tasks for the consultants may include research and assessments, diagnostic missions, provision of strategic and operational guidance, training and capacity building, development of policy papers, monitoring and evaluation and others as may be required. Precise tasks, outputs, reporting and working relationships will be specified at the time of contracting for the given assignments. The roster will serve as human resources repository from which the Regional Office or Country Offices can draw pre-vetted, well qualified experts quickly and efficiently for assignments. Required Skills and Experience Social Protection experts Advanced university degree in public policies, economics, social policies or related field; Minimum 15 years’ experience for tier one senior experts; Minimum 8 years’ experience for tier two senior experts; minimum 5 years’ experience for tier 3 junior experts; Substantial experience in the field of social assistance, social insurance (including maternity insurance), social services and/or labor market analysis and employment policies; Demonstrated understanding of child-sensitive social protection, disability sensitive and/or gender sensitive social protection a plus; Proven track record in all / some of the following areas: research and evaluation (Poverty analysis, risk and vulnerability assessments, Cost-benefit and benefit incidence analyses, Social protection systems mapping and functional reviews, Programmes and systems evaluations, Qualitative research methods, Meta-analysis/synthesis); systems and programmes (Design of protocols and tools for outreach, targeting, referrals, coordination, etc., Design and management of beneficiary ID and administrative data systems/ management information systems/ social registries, Assessment, design and/or piloting of shock responsive social protection, Analysis and development of legal, regulatory and/or policy frameworks); information dissemination and communication (knowledge sharing and advocacy); high level policy analysis and advice (development of national strategies, policies and plans, development of regulations and by-laws, development of monitoring and evaluation frameworks for national social protection policies); Demonstrated ability to communicate complex topics on social protection; Analytical thinking and strategic planning skills, ability to facilitate, consult and negotiate with a broad range of government and non-government partners; Experience working on social protection in Europe and Central Asia is a strong advantage. Familiarity with UN & EU agenda; Good inter-personal and communication (oral and written) skills – publication record on areas related to social protection is a plus; Full working knowledge of English, including excellent report writing and presentation skills in English. Knowledge of Russian or other languages in the region a plus. Child Poverty experts Advanced university degree in economics, statistics, public policies, social policies or other relevant field; Minimum 15 years’ experience for tier one senior experts; Minimum 8 years’ experience for tier two senior experts; minimum 5 years’ experience for tier 3 junior experts; Substantial experience in poverty analysis, including child poverty, multi-dimensional poverty and multiple overlapping deprivations; Proven track record in all / some of the following areas: quantitative data collection (survey design, sampling methods, data processing, training and supervision); quantitative data analysis (statistical analysis, regression analysis, Multiple Overlapping Deprivation Analysis); data dissemination and communication (evidence-based high-quality report writing, data visualization, presentation skills); and/or training on poverty analysis; Proven experience with capacity development of partners; Good inter-personal and communication (oral and written) skills – publication record on areas related to child poverty is preferred; Fluency in English required. Knowledge of Russian or other languages in the region a strong advantage. PFM experts Advanced university degree or equivalent in economics, public administration, public policy or other relevant field; Minimum 15 years’ experience for tier one senior experts; Minimum 8 years’ experience for tier two senior experts; minimum 5 years’ experience for tier 3 junior experts; Hands-on experience with PFM issues, including experience with public finance in decentralized contexts; budget analysis, costing and developing investment cases in key sectors for children such as health, education, and social protection; designing and implementing Public Expenditure Review, Pubic Expenditure Tracking Survey, and poverty and social impact analysis tools; value for money analysis; developing MTEFs, child budgets, or results-based budgeting tools; high level policy analysis and advice; and other public finance tools; Proven experience with capacity development of partners is a strong advantage; Understanding of public finance reform in the Europe and Central Asia context is a strong advantage; Good inter-personal and communication (oral and written) skills - ppublication record in areas related to public finance preferred; Fluency in English required. Knowledge of Russian or other languages in the region a plus. Local Governance experts Advanced university degree or equivalent in public administration, public policy or other relevant field; Minimum 15 years’ experience for tier one senior experts; Minimum 8 years’ experience for tier two senior experts; minimum 5 years’ experience for tier 3 junior experts; Hands-on experience with local governance issues, including support to improving local government’s routine administrative data systems, generate data on local service delivery performance, strengthen local child/adolescent and community-based needs assessments, and generate evidence on local government performance; support to strengthen local government capacity in evidence-based planning, integration of emergency preparedness or disaster response into planning and budgeting systems, development and execution of efficient, effective, and equitable local budgets, and support to resource mobilization and/or the design and execution of intergovernmental fiscal transfers; assistance to facilitate child engagement in local decision-making, support civil society and community monitoring and oversight through social accountability mechanisms; and support to the design, costing, and implementation of child-focused local service packages, coordination of service delivery stakeholders, and design, implementation, and enforcement of child-sensitive regulation and standards. Proven experience with capacity development of partners is a strong advantage. Understanding of the local governance context in the Europe and Central Asia region is a strong advantage. Good inter-personal and communication (oral and written) skills. Fluency in English required. Knowledge of Russian or other languages in the region is a plus. Evaluation of applicants: Applicants will be screened against the qualifications and competencies specified above for each thematic area. The inclusion into the Roster of Experts will be offered to those individual consultants whose offers have been evaluated and determined as (a) meeting the skills and experience, (b) having received high scores against the evaluation criteria, and (c) received good references. Technical Criteria: Level and relevance of education to the selected thematic area – max. 15 points; Relevance of specific professional experience in the selected thematic area - max. 35 points; Record of drafting policy papers and high-quality products – max. 20 points; Familiarity with UNICEF’s mandate and/or approach relevant to the area; experience working with UNICEF or other international organizations; – max. 10 points; Experience working with a range of national partners or capacity development of national partners– max. 10 points; Experience in the region in the relevant thematic area – 5 points; Fluency in languages relevant to the region – max. 5 points. The successful candidates will be included in the UNICEF regional expert roster for a period of 3 years. Entry into the expert roster system does not mean that a contract with UNICEF is guaranteed. This will depend on forthcoming needs. Where a request for services arises, UNICEF offices will approach the selected consultants from the roster with a specific Terms of Reference outlining the assignment and check with consultants for their interest and availability.
