About Tote Board

Responsibilities You will play a key and leading role in the Finance team, in support of the Board’s corporate goal to build a high-performing and synergistic Tote Board Group, in all finance-related issues and processes with the objective of (i) optimizing the use of resources; (ii) exercising financial oversight and governance over Singapore Pools (SPPL) and Singapore Turf Club (STC); (iii) ensuring financial sustainability and ongoing ability to meet liquidity needs; (iv) ensuring timely, accurate and quality accounting; and (v) ensuring appropriate level of safeguards and controls in financial processes, corporate guidelines and SOPs, Government’s Instruction Manuals and directives, Financial Reporting Standards and Code of Corporate Governance. Given the nature of Tote Board’s financial accounts, where the two entities it holds (Singapore Pools and Singapore Turf Club) are part of its group level consolidated accounts, knowledge relating to consolidation of accounts and how a holding company relates to its subsidiary entities would be hugely advantageous. Areas of responsibilities would encompass: Day-to-day financial duties Compiling and consolidating audited accounts and annual financial reports by the stipulated deadline Reviewing and maintaining effective internal control procedures, updating financial records and accounts regularly and accurately in compliance with accounting standards Helping to plan and carry out the annual budget exercises for the Group Reviewing the suitability, efficiency and effectiveness of financial systems and processes on an ongoing basis to ensure continuing relevance and optimality Governance and Performance Helping to prepare papers for regular Board and Committee Meetings Continuously review how we can strengthen the governance of financial management and processes Reviewing the financial performance of our Group and subsidiaries Liquidity and Reserves Management Reviewing and recommending the optimal amount of cash and reserves, considering our current and future needs, which informs investment policy Finance Transformation Playing a key role in driving transformation across Tote Board financial frameworks and processes to be lean, agile, digital, future-ready Playing a key role in regular financial analysis of the Group to derive insights for decisions and strategy development, to achieve business sustainability Requirements Trained in Accountancy; prior experience in audit or related fields would be an advantage At least five years of related experience in the finance function; prior experience in a statutory board or at a Group-level holding company level would be an advantage Strong analytical and organizational skills Resourceful; project implementation experience and familiarity with financial systems e.g. SAP would be an advantage Good interpersonal skills and able to engage effectively with colleagues across departments as well as external partners and stakeholders Good communication skills and ability Join us and help us to achieve our compelling vision of uplifting the community by Giving Hope to the vulnerable groups and Improving Lives of all in Singapore.
