The Environment Portfolio at The Pew Charitable Trusts For more than 25 years, Pew has been a major force in engaging the public and policy makers about the causes, consequences, and solutions to some of the world’s most pressing environmental challenges. Our environment work spans all seven continents with more than 250 professionals working at the local, national, and international levels to reduce the scope and severity of global environmental problems, such as the erosion of large natural ecosystems that contain a great part of the world’s remaining biodiversity, and the destruction of the marine environment. Pew has worked in the United States and Canada since 1990 to protect vast stretches of wilderness and more recently expanded our land conservation efforts to Australia’s Outback and Chilean Patagonia. Safeguarding these places offers an opportunity to conserve wildlife habitat, shorelines and landscapes for current and future generations. Our work relies on the sciences of conservation, biology, and economics to advocate for practical and durable solutions to the loss of biodiversity. In the sea, reforms to how our oceans are managed are essential to address overfishing, pollution, and loss of habitat. Pew began its oceans program in the United States, focusing on ending overfishing and protecting fragile marine habitat. Starting in 2005, Pew’s ocean conservation program expanded around the world and played a significant role in reforming marine fisheries management in the European Union and on the high seas and creating marine reserves around the world. Our work is grounded in the best available science and pursues domestic and international conservation measures that are long-term and provide permanent, durable protections for marine ecosystems. International Fisheries Pew’s international fisheries (IF) project aims to secure an enduring system of rules and consequences for international fisheries that ensures the sustainability of fish populations over the long term and supports the health and resilience of the marine ecosystem more broadly. Our main areas of work include: the advancement of precautionary harvest strategies and effective compliance regimes for international fisheries; improved protection of vulnerable marine species and their nursery and spawning habitats affected by international fisheries; and improved policies and actions aimed at ending illegal, unreported, and unregulated fishing. Position Overview The senior officer, ending illegal fishing, international fisheries is responsible for delivering complex campaign outcomes within the ending illegal fishing portfolio specifically related to regional coordination and cooperation among enforcement officials. This requires extensive subject matter expertise of IUU fishing practices and the different levers which may be used to counter this activity regionally, coupled with the leadership, reputation, and initiative needed to deliver these changes. The position, based in Pew’s London or Washington, D.C office, reports to the project director, ending illegal fishing, international fisheries in London. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support. Responsibilities: In close coordination with the project director, ending illegal fishing, international fisheries and with input of other IF colleagues, lead the development and implementation of a detailed and actionable workplan for regional coordination among enforcement officials. Through professional credibility, personal profile in countering IUU fishing and drawing on expert diplomatic and leadership skills use existing networks to help establish and then maintain relationships with important policymakers, conservation groups, expert bodies, and other constituencies to advance campaign objectives. Collaborate with other allies in the field to maximize the likelihood of achieving identified objectives. As an experienced and senior advisor, assist and influence the leadership, planning, management and oversight of the ending illegal fishing, international fisheries team, including establishing work plans and activity milestones, monitoring budgets and managing contracts. Serve as spokesperson on regional coordination and cooperation to cultivate and engage the public and key constituencies on core issues. This includes representing the Trusts at meetings, conferences, and/or on expert panels/groups, authoring articles and other communications, and providing interviews to outside sources. Using professional knowledge, breadth of contacts and personal influence work to improve information sharing and cooperation, and to enhance collective ability to address IUU fishing in the identified regions. Develop policy and/or academic papers, reports, and other communications materials on these topics, as needed. Review and provide comments on external policy proposals, regulations, and white papers, as needed. Engage and coordinate with key Pew programmatic leads and liaisons in government relations, communications, and conservation science to help identify new opportunities and strategies to support achievement of IF objectives. Maintain an active and thorough understanding of relevant regional politics, issues, related initiatives, and any evolution in the related science, technology, policies, and laws. Act as a resource on these subjects to members of the IF team. Participate in planning to scope and develop future possible campaign strategies, setting achievable and measurable goals that build on campaign achievements to date, and advance impact and momentum. Mentor other environment portfolio staff, working to create a positive work environment and team. Contribute to and participate in the tasks of the environment portfolio as assigned, as well as broad Trusts-related projects and activities, as needed Requirements: Bachelor’s degree required, and advance degree in relevant area preferred. Demonstrable equivalent experience in place of degree(s) may be considered. At least 10 years of applicable experience. Expertise in international fisheries policy, and regional enforcement initiatives in particular, is important. Minimum of two plus years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel. Prior to commencing employment with Pew, candidates who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew. Extensive knowledge and expertise in components of and mechanisms surrounding enforcement and policy efforts to combat illegal fishing. Excellent analytic and problem-solving skills, and highly results-oriented. Demonstrated ability to meet deadlines by maintaining high level of organization. A task-oriented style, with focus on achieving clear and ambitious goals. Demonstrated ability to meet multiple deadlines by maintaining a high level of organization. Able to develop and move work plans forward with a high degree of independence and autonomy. Exceptional oral and written communication skills. Able to synthesize large amounts of information, presents ideas clearly and persuasively, and communicate complex ideas to governments, fisheries professionals, other NGOs, and the general public. Able to develop and manage productive relationships with colleagues, consultants, partners and others who contribute to the campaign. Highly diplomatic; able to work productively with a wide array of people and institutions. Fluency in English required. Favorable consideration for applicants with additional competency in one or more of the following languages: Spanish, French and Japanese. Travel Frequent international travel anticipated.
