Specialist, Financial Risk Management and Assurance - GL D - 3 year defined duration Reporting administratively to the Senior Manager and functionally to the Senior Specialist, Financial Risk Management and Assurance, the Specialist Financial Risk Management and Assurance supports her/his work by contributing to the development of core financial risk and assurance guidelines, policies and tools. They are responsible for maintaining an updated financial risk dashboard, reporting through continuous interaction with the finance specialists in the country team and providing relevant explanations of the changes in trends over time. Working in close collaboration with the capacity building team, s/he will lead quality reviews assignments (from planning to completion), manage fiscal agents and assurance providers to improve compliance with policies and guidelines on the one hand and enhance effectiveness and efficiency of the services of the providers on the other hand. They ensure that internal stakeholders are aware of the financial risks and assurance trends in the portfolio and drive risk-based decision making in line with the Global Fund corporate policies and strategies. They are also responsible for the coordination and financial relation with the Head Quarters of one or more International NGOs or multilateral agencies including financial performance and unlocking cross-cutting bottlenecks that impede adequate implementation. They are a point of contact for internal and external stakeholders (e.g. OIG, INGO, development partners, etc.). S/he will also support high risk/ Challenging Operating Environment (COE) countries by providing advices to the country team on financial risk and assurance matters and consolidate the monitoring of the recommendations from internal and external audit to avoid overdue management actions. Key Responsibilities The key responsibilities of the Specialist – Financial Risk Management and Assurance are: Elaboration of policies, guidelines and tools: S/he supports the Senior Specialist, Risk and Assurance in contributing to the elaboration, update and review of guidelines and policies relating to financial risk management and financial assurance across the grant portfolio. This involves particularly: Updating on periodic basis (e.g. three years cycle) the Global Fund auditing guidelines to ensure effectiveness of the audit process Input and updating guidelines on financial risk management and ensuring better management of the key financial risk management mechanisms (fiscal agent, fiduciary agents, limited cash policy, etc.) S/he works with the senior specialist on the content of the finance related corporate risk module by coordinating programme finance input after consultation with internal stakeholders and roll out these modules Quality reviews: The Specialist Financial Risk Management and Assurance performs the quality reviews of the work done by the finance specialist working in the country teams. This includes; Compliance with the financial policies and guidelines including the performance of the fiscal agent/ fiduciary agent Specific reviews requested by the senior management on a particular process for improvement and better effectiveness and consistency. S/he advises the finance specialists on the financial risk assessment, financial assurance plan and on appropriate mitigation mechanisms in relation with the financial risk profile of the grant. Along with the capacity building team and the risk department, s/he assesses the financial risk and assurance mechanisms of the implementer to identify potential bottlenecks and provide recommendation for improvements. Work directly with the capacity building team to ensure alignment of the grant assurance with Financial Management strengthening to improve the identification and mitigation of emerging risks in an efficient manner. Monitoring and reporting: S/he participates in the selection of the Fiscal Agents and/or regional audit as part of the evaluation committee. S/he conducts when applicable the in-country assessment of fiscal agents on a sample basis and if needed, suggests to adjust the model for improved performance and effectiveness. The Specialist Financial Risk Management and Assurance reviews analyses performed by the financial risk analyst and ensures completeness and accuracy of the requirements as well as the reasonableness of the analysis. S/he drafts the annual performance report of the fiscal agents. S/he monitors the contract expiry date and trigger the selection of the preferred list of fiscal agents. S/he is also a point of contact of the country teams when it comes to fiscal agent. S/he is responsible for the compilation of the progress of the Agreed Management Actions (AMA), the periodic monitoring with the responsible managers and elaborates an early warning system to ensure zero overdue AMA. Relationship with stakeholders: S/he builds relationships with key financial risk management and assurance providers, such as Local Fund Agents, fiscal agents and external auditors and ensures clear understanding of the requirements of the Global Fund in the work they perform. The Specialist Financial Risk Management and Assurance will: Have an advisory role to the finance specialists embedded in the Country Teams to clarify and provide technical guidance where needed. As such, s/he might be invited to the Country Team meeting, Evaluate, implement and monitor the use of IOs and INGO assurance arrangements. Ensure each country is obtaining the assurance required and that actions required are appropriately followed up S/he siaises with the LFA team where necessary to ensure alignment with the corporate LFA policies, designs under the supervision of the senior specialist, the LFA services and represent finance in specific working streams related to the LFA. S/he works closely with the risk department to ensure alignment of the financial risk management and assurance team with the organizational risk and assurance framework S/he acts as a focal point for key external partners (development partners, IOs/INGOs or auditors) on financial assurance matters. S/he leads the technical aspects of the relationship with them to enhance quality and effectiveness. Corporate Focal point for International NGOs (INGO) and Multilateral Agencies: The Specialist Financial Risk Management and Assurance clarifies and scales out / rolls out agreed standards through the consolidation of cross-cutting issues and the regular interactions with the INGOs and multilateral agencies S/he improves program implementation, monitoring and reporting practice by agreeing the best approach at HQ level which is then cascaded down to the country teams and country offices S/he provides technical support for and facilitate the process of Framework agreement negotiations S/he conducts trouble shooting in a manner that is consistent across the portfolio S/he solves ad-hoc issues that set precedence or require a consistent approach given the multiple portfolios the organizations are involved in. S/he updates the Country Teams that are working with each organization Subject to change by the Executive Director at any time at their sole discretion. Qualifications Essential: Advanced Degree in Finance (Masters in Finance or MBA Finance) or Accounting, Audit or Risk Management qualification (professional qualification such as a Chartered Accountant, Certified Public Accountant, Certified Internal Auditor Certified Risk Management and Assurance, Fédération des Experts-Comptables Européens). Experience Essential: Demonstrated extensive experience in audit, financial risk management, financial management, obtained within an international audit/accounting firm, bilateral or multilateral aid agency, government department, industry, or a commercial or investment bank; Ability to deliver change in financial management in complex situations with a solid approach to change management. The ability to bring specialists together and to facilitate discussions with measurable outcomes that lead to better understanding of opinions and improvements to effective, efficient and compliant grant making Influencing skills, as the job would involve agreement on key changes to guidelines and policies. Desirable: Minimum 8 years demonstrated professional experience in a fiduciary risk management related function (including financial fraud and due-diligence) with strong internal control and management donor-funded programs Working experience in audit and assurance services in an accounting/audit firms, multinational, and/or international organization Grants and finance management experience, preferably in the health, social or financing sector would be an advantage as well as relevant experience in developing countries; Experience of working within an international or regional sphere of activity. Competencies Languages: An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset. Due Diligence: Ensuring an appropriate spend of money by means of making informed decisions and initiating actions only after investigating all facts, conditions, rules, laws, regulations, financial considerations, or any other such matters. Finance: Knowledge/awareness of financial and accounting aspects related to the Global Fund’s services. Multicultural understanding: Sensitivity to multicultural differences and general awareness of how they impact cooperation, ability to use it in cooperation with partners representing other cultures. Operational policy: Knowledge of the Global Fund operational policies related to grant cycle. Risk: Knowledge of the risk management process: identification, aggregation, mitigation, monitoring and reporting of the risks associated with a grant making organisation that operates in high risk & challenging operating environments. Technical Competencies: Ability to quickly and comprehensively identify financial risks Strong skills in financial accounting and reporting; Strong skills in audit and assurance techniques; A good understanding of public financial management systems; Solutions oriented; Proficiency in Microsoft Office Word, Advanced Excel and Power Point, ERP Systems; and Ability to multitask, manage and to delegate, as appropriate. Able to develop and improve risk management tools, practices, and policies.
