Purpose of role: To manage payroll outsource vendor to ensure monthly payroll for APAC Cluster is completed on a timely and accurate manner. Ensure delivery of mobility transactional services and coordinate with Global Mobility Team and to ensure successful transfer. Ensure consistency and fairness in day-to-day application of Global Mobility policies. To manage the execution of benefits for all APAC Cluster employees including managing of vendors relationships. To provide HR Administrative services for the entire employee life cycle including new hire integration set up and exit process. To prepare HR reportings. Primary Accountabilities (Including but not limited to): Management of Payroll for APAC Cluster Build and maintain excellent working relationship with outsourced payroll provider. Ensure internal standards are met for all payroll related services and act as first point of contact for all payroll queries / issues and audits. Facilitate and ensure smooth transfer of information between TBS and the outsourced payroll provider. Ensures resolution of escalated queries for payroll and reimbursements. Analyse doubtful pay transactions, diagnose issues and recommend improvements to enhance payroll operational efficiency and data accuracy Maintain data accuracy and alignment between TBS and Outsourced Payroll provider Pro-actively identify and recommend improvements to enhance the payroll process and procedures within the business to increase efficiency. Ensure payroll is in line and compliant with current statutory and legislative requirements Prepare & submit yearly tax related documents eg Form IR8A & Appendix 8A for all staff. Check all salary data in payroll system before submission to IRAS online. Data entry of product allowances for Appendix 8A for all staff for submission to IRAS online. File Form IR21 for resigned employees holding work passes Manage workflow to ensure all payroll transactions are processed accurately and timely as well as GL posting for all employees. Verify and check payroll reports prepared by vendors and coordinate approvals before submission of bank listing to process interbank GIRO transfer of salary payout to all staff. It includes the issuing of bank listing to BSI UK Commercial Cashiers for processing and cutting out of cheques for staff on cheque payments. Prepare ad-hoc payroll related reports. Work closely with Internal and External Auditor on payroll audit. Maintenance of payroll files, which will allow for proper audit trail of documents. HR Administration Prepare, update and maintain proper personnel files for all employees in an organised, confidential and systematic manner. Process all HR related changes and variable pay elements including new starter and leaver information, changes of terms, role changes, structure changes etc. Manage and follow up on employee movement process; support HR Manager with generation of contracts, confirmation letters, salary increase and bonus letter and employee personnel file management. Provide effective benefits administration by managing insurance renewal and claims, leave administration, service award administration and benefits claims. Attend to employees’ issues and inquiries on staff benefits and welfare. Maintain and provide professional guidance on HR processes, policies and procedures to employees. Assist in completion of salary and benefit surveys Manage job postings and coordinate interview arrangements with candidates, recruiters and hiring managers. Preparation of Induction kits/employee set up Ensure exit process is adhered to when employees resign Support People Partner in Learning/Training logistics, records keeping and tracking Preparation of all letters and filings e.g. employment contracts, promotion, transfers, confirmation, salary increases and any other adhoc letters required by employees. International Mobility Responsible for the end-to-end execution of global processes in APAC Zone. Ensure delivery of mobility transactional services. Coordinate with Mobility Team in International & Group to ensure successful transfer. Ensure consistency and fairness in day-to-day application of global mobility policies (Mobility Pass) Secure payroll, tax and benefits information for liaise with Tax Provider for local tax filing Ensure information flow with departments and others involved in the process Coordinate with Mobility Team in International & Group on international mobility issues To perform other related duties as assigned or requested. Reporting Provide Ministry of Manpower & CPF Board statistics – for APAC Cluster: - * Labour Market Survey – quarterly basis (MOM) Annual Wage Changes Survey – yearly basis (MOM) Survey on Occupational Wages – yearly basis (CPF Board) Any other ad hoc survey requests Update & disseminating of manpower status report as and when necessary. Prepare monthly turnover report Provide monthly headcount report (baseline reports, HR MIR) etc Prepare regular report to Finance on accruals, benefits tracking report etc Others To perform other related duties as assigned or requested Responsible for maintaining the ethical standards of The Body Shop including minimising the environmental, health and safety risks in the workplace and responsible for reporting potential risks, real accidents and near misses to relevant managers Working Relationships & Interfaces (where applicable): People Director - Singapore Market and APAC Cluster APAC Senior Leadership Team Markets Head of People Global People Team APAC Finance Team Service Providers - Surveys, Payroll, E-Leave, Tax Consultants etc Industry Specialists/Experts Experience: At least 5 years of relevant experience Qualifications: Typically Diploma in HR Management or relevant aspect Competencies required: Well versed in Employment Act, CPF Act, Income Tax Act, etc. Good in MS office Experience in liaising with outsourced payroll vendors on payroll matter such as employee status change and data creation and tax consultant on expatriate tax Highly organised & meticulous especially with numbers Able to multitask, mature, diplomatic and possess a positive work attitude Resourceful, has initiative and is eager to learn Good interpersonal & communication skills Fun loving and approachable personality Ability to work independently with little supervision Flexible approach to work with the ability to respond to changing business priorities Customer service orientated Job Type: Contract Salary: $3,000.00 to $3,500.00 /month
