POSITION SUMMARY Reporting to the Manager, Construction Planning, the Supervisor, Field Construction manages a team of contractors (representatives of TNPI & Third-Party Contractors) and is responsible for the safe execution of the dig program’s field construction activities. This includes but is not limited to exposing, inspecting and repairing the pipelines and supporting HDD & Cut-Outs projects as needed. The Supervisor, Field Construction ensures the dig program is executed safely, in scope, on-time, within budget and is compliant with all applicable codes and standards, regulatory requirements, TNPI Operational Excellence Management System (OEMS), and all applicable procedures and safe work practices. This position works with Engineering & Integrity, Environmental, Regulatory and Land Services providing information and collaboration on integrity dig investigations and repair solutions. KEY RESPONSIBILITIES Manages construction programs to ensure execution is performed effectively and efficiently Effectively communicates to the Manager, Construction Planning, TNPI Chief Inspectors, TNPI Field Representatives and all Contractors during construction and when changes are required Oversees the construction phase of the program to ensure there is sufficient project management, field supervision, technical capabilities and other required resources for all aspects of the construction Ensures that program deliverables are compliant with all applicable codes and standards, regulatory requirements, TNPI Operational Excellence Management System (OEMS), TNPI Values, Safety and Environmental Absolutes and all applicable policies and procedures Assists with the development of detailed construction schedules, including all phases and dependencies, such as required resources and materials as well as administrative tasks for multiple sites Assists in the preparation of construction budget estimates and monitoring the established budget throughout the program Verifies and approves contractors’ invoices, change orders, as well as managing subordinates’ payrolls Conducts regular audits and follow-ups to ensure compliance and identify issues that could impact safety, costs and schedules Identifies potential risks providing alternatives to eliminate/mitigate Coordinates continued education and training as required Reviews and approves field paperwork, evaluates construction execution, provides feedback and learnings to drive improvement for team members as well as contractors. Visits construction sites to ensure all contractors and subordinate staff are working according to provided instructions, enforcing compliance to TNPI’s policies, standards, procedures and practices Conducts quarterly (minimum) construction safety and execution review meetings with site supervisors (TNPI Field Representatives), and weekly update reviews with TNPI Chief Inspectors and Safety Representatives. Works in collaboration with Engineering & Integrity, Dig Office Team, TNPI Chief Inspectors, Land Department, Environmental, Regulatory to develop timelines and determine the best approach for field work to meet the project’s needs Assigns appropriate resources (skills, manpower composed of company employees, consultants, and contractors to ensure scope of work can safely be executed and completed to all applicable company and industry standards and best practices EDUCATION AND EXPERIENCE Minimum College Diploma in Construction Management Minimum 5 years of experience in the related field Project Management Professional (PMP) Experience with applicable Occupational Health and Safety Acts and Regulations Experience in construction management Familiar with applicable oil and gas industry codes, standards and best practices such as CSA, ASME, API Experience in project budget development and controls Experience in the leadership of contractors and labour relations Ability to effectively analyse, trouble-shoot, and problem solve complex construction challenges Ability to coordinate and work with a sustained effort to meet deadlines & understand impact if not attained Demonstrated skill in Gantt charts, Project schedule development, Gap Analysis, Change Management, and Project reporting and dashboards Self-starter with capability to initiate, recommend and gain support for implementation of solutions and improvements Strong written and verbal communication and interpersonal/team skills WORK CONDITION This position will be based in Head Office in Richmond Hill, Ontario.
