Purpose of the position: The monitoring and evaluation specialist is responsible for the development of effective M&E processes, tools and systems across programme areas as well as building M&E capacity internally for partners and subrecipient contractors. The M&E specialist reports to the M&E manager and supports M&E coordinators, data monitors, data capturers as well management and programme staff in promoting data quality, data usage and timeous reporting. Minimum requirements: · Degree in Public Health Sciences, Social Sciences, Statistics or Health Information Sciences · Minimum 5 years’ experience in HIV/AIDS and STI programme data · Valid driver’s licence · Proficiency in MS Office (Excel, Word etc.) · Proficiency in English, Afrikaans or isiXhosa Key Performance Areas: M&E System and Process Development · Develop M&E tools, SOPs and systems for specific programme areas (CSP and Informal Settlements) in accordance with the M&E and data management framework as well as CDC/PEPFAR and Global Fund/NDOH requirements · Support the development, roll-out and implementation of electronic database management systems, including TIER.Net, DHIS and other internal data management systems Data Verification and Routine Data Quality Assessments · Conduct on-site data verification visits to internal sites as well as sub-awardees · Ensure that the correct source documents and tools are used · Systematically assess the M&E systems of service delivery sites · Monitor and track changes in data quality across time and sites · Compile reports on site visits and develop data quality improvement plans · Monitor compliance to data quality improvement plan Human Resources and Capacity Building · Supervise and support M&E coordinators, data monitors and data capturers within selected programmatic and/or geographic areas Data Review and Usage · Promote data usage for continuous quality improvement through feedback, training and capacity building activities at both health facility and community levels through regular monthly and quarterly data review meetings to developed staff capacity to enable them to analyse and interpret generated data on overall programme quality, to facilitate evidence-based decision making · Support the development of data usage plans to improve programme quality and monitor the implementation of such plans Analysis, evaluation and Reporting · Collect, validate, analyse, interpret, and summarise data collected from the facility-based programmes and community-based programme staff in preparation for generation of reports as well as merge, modify and edit data files as needed for analysis. · Analyse TIER.Net, DHIS and other sources of data to report accurately on linkage to care · Review the performance of sub-awardees on a monthly basis and provide feedback to management staff on compliance against targets · Report on progress and achievements timeously at programme level, by compiling accurate reports for funders and stakeholders · Identify topics for operational research and oversee research projects, and document research findings and submit for journal publication and presentation at local and international conferences. Knowledge, Skills and Competencies: · A master’s degree in public health would be advantageous · Experience with the reporting mechanisms for Department of Health HIV/TB indicators · Experience with TIER.Net and DHIS · Experience with reporting on TB/HIV and PEPFAR indicators · Excellent written and verbal communication skills and report writing skills · Capacity to work independently and to work well within a diverse team Closing Date: 20 February 2020 Job Type: Full-time Experience: HIV/AIDS: 5 years (Required) Language: Afrikaans (Preferred)
