SUMMARY The Director of Finance compiles and maintains all financial data necessary to ensure financial records meet or exceed the requirements of the Tribal Compact, the Tribal Gaming Control Ordinance, and the Federal gaming laws. This person provides the basis for the management information system, financial statements and other reports by the development of suitable accounting policies, procedures and methods that assure integrity. ESSENTIAL DUTIES AND RESPONSIBILITIES – This is not a comprehensive listing of all functions and tasks performed by this position: Implements internal control systems that meet or exceed requirements of the Tribal Compact, Federal Gaming Laws, Tribal Gaming Commission, and the Business Committee. Responsible for maintaining compliance with the Tribal-State Compact, NIGC and TGA controls and stipulations for the accounting process and management of the Casino & Lodge financial reports and records. Prepares financial reports monthly and closeout reports as required by Tribal, State, and Federal regulations on financial statements, and special financial reports, studies and analysis. Monitors and confirms financial condition by conducting audits and/or providing information to external auditors. Oversees the cash management system. Oversees the preparation and revision of the fiscal operations procedures manual. Coordinates with other departments concerning short and long range fiscal needs and plans. Direct preparation of budgets, review budget proposals, and prepare necessary supporting documentation and justification. Provides management with timely reviews of organization's financial status and progress in its various programs and activities. Maintains a management information system that provides senior and departmental management monthly reports with which to monitor financial performance and trends. Establishes and oversees banking arrangements after an evaluation of alternatives and selection by the Gaming Enterprise Management Board. Oversees the Accounting department that processes payroll and prepares monthly/quarterly tax reports. Keeps abreast of change in tax laws and other laws affecting business operations. Administers generally accepted accounting procedures as applied to all control, audit, and accounting functions. Creates, develops, and implements an effective strategy of financial organization for the property, working with the Chief Executive Officer to determine objective for future growth and expansion. Maintains the storage and control of stored data, whether electronically or hard copy, and its retention for not less than 5 years. Oversees the management of the Company’s asset inventory. Develops, implements and updates purchasing policies. Provides timely advice to the Chief Executive Officer on financial matters. Performs other tasks and duties as directed. SUPERVISORY RESPONSIBILITIES The Director of Finance is responsible for the successful overall direction, administration, and coordination of all activities of the Accounting, Compliance Specialist, and Data Analysis of the Finance Department, in accordance with the policies, compact, procedures, and controls. This person carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. EDUCATION and/or EXPERIENCE This position requires a four (4) year degree in Accounting/Financial Management, possess a CPA and/or CGMA, and have a minimum of five (5) years related experience. CERTIFICATES, LICENSES, REGISTRATIONS Washington State Class III Gaming License, and CPA License and/or CGMA designation.
