This position exists to lead, establish and coordinate relationships with internal and external agency leaders to participate/invest in strategies to improve traffic incident management (TIM) in the state of Minnesota. The focus of the position will be to establish a TIM program in the Twin Cities Metro Area but will also promote TIM strategies statewide. The TIM program includes establishing and maintaining relationships, encouraging participation and collaboration with stakeholders, planning incident debriefings, developing and sharing research based best practices, direct regional and multi-region projects, and providing TIM training to emergency responders. This is accomplished through holding TIM steering committee meetings; planning and executing TIM training events to educate and inform incident responders; speaking at local, regional, statewide, and national events as subject matter expert; developing local partnerships and supporting their leaders to use research based strategies. The position utilizes communication skills and an ability to build a relationship founded on common goals to detect, respond to, and remove traffic incidents as safely and quickly as possible in order to reduce incident related congestion and prevent secondary incidents involving the public and emergency responders. Specific duties include the following: Lead and coordinate TIM activities for MnDOT Metro District, including steering committee meetings, incident debriefings, and other regional interactions so that TIM goals are developed and progress toward those goals are made. Provide leadership and communication with partners in the TIM community, so that specific TIM activities for each discipline are carried out efficiently. Coordinate and provide TIM training for emergency responders statewide. Research, develop and implement incident management strategies, so that resources are used effectively and addresses any gaps in current TIM program. Support TIM activities for MnDOT statewide, including assisting districts in establishing their own TIM programs by acting as a technical expert. Work as needed in the RTMC Operations Center. Qualifications Minimum Qualifications Minimum Qualifications at the Transportation Specialist 3 level are as follows: Three (3) years of professional level experience that demonstrates knowledge, skills and abilities in the following areas: Incident and traffic management/monitoring within a traffic management center, traveler information operation center, law enforcement experience, or similar function sufficient to research, develop and implement strategies. Experience with qualitative and quantitative analysis methods sufficient to evaluate program results. Experience with Microsoft Excel and Microsoft Word or similar software sufficient to create/modify spreadsheets and word documents. Minimum Qualifications at the Transportation Specialist 2 level are as follows: Two (2) years of professional level experience that demonstrates knowledge, skills and abilities in the following areas: Incident and traffic management/monitoring within a traffic management center, traveler information operation center, law enforcement experience, or similar function sufficient to research, develop and implement incident management strategies. Experience with qualitative and quantitative analysis methods sufficient to evaluate program results. Experience with Microsoft Excel and Microsoft Word or similar software sufficient to create/modify spreadsheets and word documents. OR Three (3) years of technical experience that demonstrates the following experience: Responding to freeway incidents as a MnDOT maintenance worker, FIRST driver, tow operator, or fire fighter. Experience with qualitative and quantitative analysis methods sufficient to evaluate program results. Experience with Microsoft Excel and Microsoft Word or similar software sufficient to create/modify spreadsheets and word documents. If advanced to the finalist pool for either classification, you will be assessed on the following criteria during a job interview: Ability to communicate effectively, verbally and in writing, with engineering, planning and other professional staff. Ability to organize work efforts, keep to a schedule, handle multiple priorities, set priorities and meet deadlines. Preferred Qualifications Preference for both classifications will be given to candidates with the following: Experience developing and delivering presentations. Experience responding to freeway incidents. Successful participation of the State of Minnesota Star of the North Fellowship program.
