St. Charles Community College is located just west of St. Louis, nestled in the heart of growing St. Charles County. Established in 1986, SCC is a public, comprehensive two-year community college offering associate degrees and certificate programs in the arts, business, sciences and career-technical fields. SCC also provides workforce training and community-based personal and professional development as well as cultural, recreational and entertainment opportunities. SCC seeks a full-time Director of Construction & Facilities to serve as project manager for all construction projects, including new building construction and renovation of existing buildings; provide oversight of the operation and repair of campus facilities, grounds, and housekeeping; prepare and administer operational budgets for the Maintenance, Grounds, Housekeeping and Copy Center Departments and; prepare multi-year facilities plans and budgets. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Project Management: Serves as project manager for all construction projects, including new building construction and renovation of existing buildings. Inspects campus projects performed by employees and outside contractors. Manages the process to hire architects, engineers, surveyors, construction managers, contractors and other professional services in accordance with college polices and applicable laws. Prepares bid specifications, manages bidding process, evaluates bid results and makes recommendations for facilities and construction expenditures. Maintains compliance with regulatory reports, certificates, licenses, and inspections, including fire department and insurance requirements. People Management: Supervisory responsibilities include professional development; work assignments; recommendations for hiring, and terminations; explains and enforces college policies, safety rules and regulations; manages and evaluates performance. Directs and supervises the maintenance of campus facilities, including winter weather response. Oversees the repair and maintenance of the interior and exterior of campus buildings. Maintains high standards for the cleanliness and presentation of campus buildings and grounds. Evaluates buildings and grounds regularly for routine and non-routine maintenance. Develops action plans to address noted deficiencies. Fiscal Management: Develops, monitors, and administers operational budgets for the Maintenance, Grounds, and Housekeeping and Copy Center departments. Prepares multi-year facilities plans and budgets. Plans and communicates current and future repairs, replacements and upgrades of facilities, including HVAC infrastructure, parking lots and roofs. Creates accurate project cost estimates to allow college leadership to determine project feasibility. Manages construction projects within stated budget and complete projects within the planned timeframe. Opportunities and Challenges Explores opportunities to increase efficiencies, eliminate redundancies and automate processes. Develops a continuous improvement culture in areas of responsibility. Pursues professional development to learn about best practices in the facilities industry. Qualifications: Seven years relevant full-time experience and a minimum of five years supervisory experience. Significant experience in project management, construction management, maintenance, housekeeping, and grounds is required. Bachelor's degree in engineering, construction management or related field is required. Computer skills, such as Microsoft Word, Excel, and Outlook, are required as are skills specific to construction management such as CAD and reading/interpreting blueprints and complex electrical drawings.
