Position Title Local Laws Officer Directorate Sustainable Development Department Environmental and Regulatory Services Reports To Senior Local Laws Officer Classification Level Level 3 (Division 2 - Section 1) Award Queensland Local Government Industry (Stream A) Award – State 2017 (as amended or replaced) Agreement Southern Downs Regional Council Certified Agreement (as amended or replaced) Position Objective Assist in the implementation of Council’s Invasive Pests Control Scheme and Invasive Pests Strategic Plan so as to encourage the community to comply with local laws and relevant state legislation. Key Responsibilities The key responsibilities may be modified from time to time to ensure the expected outcomes support the Council’s operational and corporate plans. All duties are to be conducted in an efficient, timely, professional and safe manner. The key responsibilities include: Assist in the implementation of the Invasive Pests Control Scheme Implement and contribute to the continual development of Council’s Invasive Pests Strategic Plan. Assist in education and promotional activities with regard to Council’s Invasive Pests Strategic Plan. Regularly undertake general inspections of properties to enforce compliance with the relevant Acts, Regulations and Local Laws including the presentation of materials for prosecution of offences and electronic recording of pest plant locations. Advise landholders on control techniques and measures, and inform them of their obligations under the relevant legislation. Provide advice on requirements for compliance with the relevant Act, Regulations and Local Laws. Gather evidence for the purpose of prosecution of offences and enforcement actions. Compile reports as requested and take accurate notes of investigations. Ensure that the Council’s pest management operations generate and promote a positive public image and response. Participate in and organise Councils vertebrate pest baiting programs. Carry out general activities that assist in the operation of the Environmental and Regulatory Services Department SOUTHERN DOWNS REGIONAL COUNCIL – - Local Laws Officer Other duties as directed by the supervisor. Training On the job training will be provided to ensure that the position holder maintains a satisfactory knowledge and skill base. The position holder will be encouraged to attend workshops and seminars relevant to the position so as to ensure ongoing professional development. Work Health & Safety Responsibilities Comply with the Work Health and Safety Act, Regulations, Codes of Practice and Council’s Workplace Health and Safety Policies and Procedures. Comply with instructions given by the relevant manager and/or supervisor in respect of the health and safety of themselves and the health and safety of other persons. Organisational Responsibilities Comply with the requirements of Council policies and procedures as amended from time to time. Ensure complete and accurate records are captured, created and maintained. Deliver high quality customer service within the organisation and to the public. Ensure the security and appropriate intended use of Council information at all times. Extent of Authority The supervisor monitors agreed work outcomes. This role has the authority to act in accordance with established procedures and guidelines. Guidance is readily available from the supervisor. Selection Criteria Qualifications/ Licences – Mandatory Possession of a current open manual “C” class licence (Car). Possession of an Occupational Health and Safety Construction Induction Card (“White Card”) or the ability to obtain prior to commencement. Qualifications/ Licences – Desirable Possession of a Commercial Operators Licence pertaining to the application of chemicals. Vaccinations – Mandatory Possession of immunisation record indicating Q Fever vaccinations or immunity; or the ability to be vaccinated in accordance with Council’s Immunisation Procedure. Key Selection Criteria - Essential 1. Demonstrated knowledge and experience in the control of invasive pest plants and animals. 2. Demonstrated high level customer service delivery and communication skills, including the ability to deal with people in difficult circumstances. 3. Ability to interpret and apply Acts, regulations and local laws pertaining to pest control and natural resource management. Ability to plan work and ensure it is completed within defined time frames, with minimal or no supervision. 6. Ability to work as a team member and contribute to team outcomes. 7. Knowledge of workplace health and safety considerations relevant to the role and how to limit risks in the environment where this role operates. 8. Preparedness to work 24 hour on call on a rotational basis, weekends on a roster system and flexible hours and days. 9. Thorough knowledge of the workplace health and safety considerations relevant to the area and proven ability to limit risks in this type of environment. Key Selection Criteria – Desirable 1.
