You will be expected to: Prepare the annual budget in conjunction with the Deputy Director of Finance Prepare annual forward financial forecasts in conjunction with the Deputy Director of Finance Prepare the statutory accounts and year end returns in conjunction with the Deputy Director of Finance Coordinate the annual capital expenditure bidding process Complete statutory forms that necessitate the inclusion of costing data e.g. HESA, TRAC and Research returns Complete Office of National Statistics returns Collate data for FOI requests Assist in programme reviews and new programme costings Assist in the undertaking of Value for Money reviews of the Conservatoire’s operation Administer Insurance cover and annual renewal process Assist with collating information for the Theatre and Orchestral Tax Relief returns 2 Develop and enhance management information systems in support of the Conservatoire’s evolving requirements Support budget managers in specific management accounting tasks including the production of business cases and where necessary support the preparation of bid documentation for project funds Update and maintain the finance process handbook Produce the annual Financial KPIs Assist in maintaining up to date procurement documentation including the Hunter contract register Oversee the credit control function Participate in the Conservatoires Goals Setting and Career Review process Undertake any other reasonable duties on behalf of the Deputy Director of Finance 3. Scope of the Job Financial: There are no direct budget responsibilities. Staff: No staff report directly to the post-holder however the post holder has a responsibility to ensure the day-to-day operation of the finance function operates effectively. (See Section 5) Others: The post requires involvement with senior managers with budget responsibilities. 4. Context Operating Environment: Internally, the Conservatoire is an intense, student-centred environment in which students are regarded as professionals in training. Performance is the Conservatoire environment. Framework and Boundaries: As a member of the Finance team, you will be required to work within the Conservatoire Strategic Plan, the Conservatoire Regulations, Health and Safety Regulations, Policies and procedures and Quality Assurance processes required by the Conservatoire as well as the appropriate departmental policies. You will be expected to actively engage in health and safety and to be responsible for your own health and safety in the course of your work. 3 You will also be required to operate within the Conservatoire’s financial procedures and internal operational reporting cycles, to comply with the Companies Acts and reporting requirements of SFC. 5. Relationships Line Manager: Deputy Director of Finance Although much of the day-to day work does not require frequent contact with the Deputy Director of Finance, there will be a need for regular informal and formal meetings to discuss workload and activities. Line management responsibilities: You will not have direct line management responsibility, however you will be required to liaise on a daily basis with the Finance Administrators, Finance Assistant and Payroll Manager to ensure the daily operation of the Finance function operates effectively. This role has an indirect responsibility for overseeing the credit control function. You may be required to deputise for the Deputy Director of Finance as appropriate. Other Contacts: a) Within the Conservatoire: Liaison with Head of Departments and other budget holders across the Conservatoire on a regular basis on matters budgetary and other finance related enquiries. Frequent contact in person, by phone, or email when required. Attendance at committees and meetings where required. b) Outside the Conservatoire: Liaison with internal and external auditors. Dealing with external agencies, e.g., SFC, Inland Revenue, Insurance Company. 6. Knowledge and Experience Although the under-mentioned qualifications are desirable, equivalent skills and experience may be deemed equally acceptable. Qualifications: Essential: Qualified or part qualified in a CCAB recognised accountancy qualification and hold membership of the appropriate professional institute or association preferably within a higher or further education setting 4 Experience: Essential: Experience working within a finance office/accounting environment Excellent communication and report-writing skills Excellent interpersonal Skills with the ability to communicate with colleagues at all levels. Excellent organisational skills, including ability to handle a number of complex tasks at the same time. Experience of working both within an unsupervised role and as part of a team. Experience of working to tight deadlines and multi-tasking Knowledge and Skills: Essential: Statutory accounts preparation Management accounting skills Advanced excel skills desirable Knowledge of financial IT systems, Microsoft Navision desirable Excellent analytical, problem-solving and negotiating skills An instinctive commercial judgement and intellectual rigour Ability to work as part of several teams Ability to work calmly under pressure and show initiative Ability to prioritise workload and plan ahead. 7. Complexity You will be required to work accurately and effectively to strict deadlines and maintain a confident and calm attitude under pressure. Dealing with confidential information is a key aspect of this role and you will be required to maintain confidentiality. 8.
