Essential Functions Manages and leads a team of ~110 engineers and technicians to perform operations and maintenance of the Reagan Test Site’s (RTS) Radar Systems and Technical Facilities departments IAW PWS requirements Establishes goals/performance objectives to ensure operational availability meets or exceeds PWS requirements Conceptualize, plan and support the execution of projects/processes to increase operational efficiencies Support all aspects of engineering efforts to support sustainment of all mission systems Develop, integrate, test, deploy and oversee execution of engineering processes and procedures Follows DoD, Industry and Company standards and change management processes Provide leadership and guidance in engineering project prioritization and technology road map Interface with Government Contracting Officer Representatives and Scientific Technical Advisors Support Basis of Estimates (BOE) and Rough Order Magnitude (ROM) estimates for new sustainment projects and supports proposal efforts on new projects. Oversee training of staff and implements cross-training of all critical positions to ensure 100% mission success Monitors system metrics to ensure MTBF and MTTR result in minimal to no impact on mission operations Support the RF Safety policies, evaluations, procedures and radiation monitoring program for RTS radars Manage budget in excess of $5M Required Skills Must be proficient in technical discussions in the Electrical/RF/Transmitter/Receiver, Mechanical, Digital, Software and Systems engineering disciplines. Must be able to multi-task, effectively communicate and manage a range of employee personalities Effectively delegate Ability make real time decisions in the best interest of the company and customer Strong organizational, planning and time management skills to balance, plan, prioritize and execute assigned tasks in a timely manner Proficiency in working across organizational boundaries Ability to act as a team builder, with an orientation towards group dynamics in order to create synergy with assigned personnel Ability to effectively monitor a constantly changing and evolving work environment; to timely meet short timelines, while balancing stringent contract requirements Project management, project controls experience with a good understanding of EVM and Forecasting, desired Required Experience Bachelors of Science in Engineering or technical discipline Masters of Science in Engineering and/or P.E. certified, desired Ten (10) or more years of technical experience in an engineering field or technical discipline Three (3) or more years managing technical projects and technical personnel, desired Possess leadership and supervisory skills that demonstrate, or indicate a high potential for successful direction of an organization comprised of both US employees and local nationals Additional Eligibility Qualifications Willingness to work extended shifts to support the mission schedule; other projects as dictated by the Range schedule This position is accompanied Must be able to relocate to the United States Army Kwajalein Atoll, Marshall Islands. Must be able to obtain and maintain a U.S. passport Must be able to obtain and maintain a DoD security clearance, which includes U.S. Citizenship or U.S. naturalization Valid U.S. Driver’s License required.
