Description Manages administrative and business functions for the Engineering and Public Works Department, including personnel. Provides confidential administrative support for the Engineering and Public Works Department. Examples of Duties Essential Job Functions Exercises direct, first-level supervision of positions, employees, operations and activities. Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status and disciplinary action, evaluating performance independently or in conjunction with a higher level supervisor/manager and approving time off, and approving staff timesheets. Ensures department records and reports are properly maintained; processes operating records and data, maintains accounts, records and statistical data; including compiling data for summaries and reports. Coordinates schedules and make arrangements for training, meetings, events, tests and/or similar activities. Prepares standardized and original documents and forms; including statistical reports and spreadsheets. Scans and enters various information into databases. Maintains office filing systems, files and records; assembles information upon request. Receives, sorts, distributes and processes incoming or outgoing mail. Prepares and distributes meeting agendas and related materials; takes, tapes, transcribes and distributes meeting minutes. Processes and reviews employee timesheets and payroll information; enters payroll data; coordinates with Finance and/or Human Resources, employees and supervisors to resolve any issues; prepares and processes various personnel forms. Processes the accounts payable and accounts receivable functions for the department; maintains detailed records of all receivables and expenditures. Compiles information for and assists with yearly budget development; maintains and monitors budgeted accounts and processing of invoices; makes daily and/or weekly deposits. Supervises office support staff; trains new employees; assigns and reviews work; evaluates work performance and counsels employees; and recommends actions regarding employees to Department Director or Elected Official. Represents department at meetings and/or accompanies Department Director or Elected Official. Creates and maintains computer spreadsheets, databases and other software for posting, analyzing and reporting financial information related to departmental activities. Performs other duties as appropriate or necessary for performance of the job. General Requirements Fills in for other staff as necessary and/or required. Attends meetings, classes and trainings as required or requested by supervisor. Solicits changes to improve procedures that would result in efficiencies, cost savings and safety. Communicates actively, clearly and regularly with supervisor and co-workers on all work-related topics. Understands, observes, enforces and complies with all Governmental, Pueblo County and Departmental policies, procedures and protocols when performing job duties. Possesses excellent oral and written skills to communicate effectively. Establishes and maintains effective working relationships with Pueblo County employees from same or different departments/offices, entities, vendors, members of the community and all customers. Ensures that employees observe all safety procedures and practices in order to prevent injuries or damage. Schedules meetings with employees on regular basis to provide adequate information to ensure active communication at all levels. Effectively manages multiple projects at once. Effectively deals with stressful situations. Easily adapts to sudden and unexpected changes in work assignments. Typical Qualifications Knowledge, Skills and Abilities Expert Proficiency: Ability to operate standard office equipment, including typewriters, computers, computer software, calculators, printers, copiers, scanners and facsimile machines. Modern office practices and procedures. Follows verbal and written instructions. Provides professional customer service to clients and public. Maintains sensitive and confidential information. Knowledge of accounting calculations including interest, percentage, decimals and fractions. Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software and databases. Performs duties independently without close supervision. Supervises and mentors professional and support staff in a productive and positive manner. Requirements Education: Associate's degree from an accredited college or university in the field of Business Management, Office Administration or Human Resource Management required. Experience: Minimum of six years of clerical experience required. Minimum of two years of supervisory experience required. Licenses and/or Certificates: Notary Public Certificate preferred. Valid driver's license at the time of application and a valid Colorado driver's license at time of hire required. Special Requirements: Must successfully pass background check.
