INDIAN PREFERENCE EXERCISED (Applicants must provide proof of Tribal affiliation to receive Indian preference) SUMMARY: The General Manager of Tribal Operations (GMTO) reports to the Tribal Council and is responsible for the administrative operation of the Nation's departments, which may include developing, recommending and implementing policies, program planning, fiscal management, administration and operations of all Nation functions and services. This position will work directly with the Tribal Council to facilitate communication regarding program needs and shall be responsible for accomplishing the Nation's goals and objectives and for ensuring that the members are provided with desired and mandated services in an effective cost efficient manner. This position coordinates development of program budgets. It also is responsible for the oversight and direction of all Tribal programs. ESSENTIAL DUTIES: Manages daily operations within the Prairie Band Potawatomi Nation's tribal operations departments, including oversight of the Executive Assistant and Grant Coordinator Works cooperatively with elected officials, governmental entities, community partners and other operating units of the PBPN to proactively identify and resolve issues or concerns. Oversees the development and execution of initiatives in support of the PBPN's Strategic Plan. Implements Tribal Council policy in an effective and appropriate manner and provides comment and consultation to Tribal Council on development and implementation of Tribal programs and services. Responsible for hiring and supervision of all program heads to achieve goals within available resources; plans and organizes workloads and staff assignments; trains and motivates assigned staff; reviews progress and directs changes as needed. Evaluates job performance of Directors, Managers and supervisors in a timely manner. Provides leadership and direction in the development of short and long range plans; gathers, interprets and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed. Responsible for planning, coordinating, and carrying out special projects for the PBPN. Prepares and submits to Tribal Council reports and finances and administrative activities; keeps Tribal Council advised of financial conditions, program progress and present and future needs of the Nation. Studies existing systems and procedures and proposes improvements and simplifications; conducts continuous research in administrative practices and recommends to Tribal Council those practices which will produce greater efficiency and economy in operations. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control. Directs and participates in the preparation and administration of the Nation's budget through the coordination of individual program budgets and long-term capital improvement planning. Also implements and oversees the budget as approved and adopted by Tribal Council. Becomes familiar with guidelines, regulations and grants available at the federal and state levels. Works closely with the Grant Writer / Manager to ensure that all programs meet the compliance requirements of their grants/contracts. Coordinates policy revisions / additions with Human Resources Director and the hiring of management positions. Interacts regularly with individual government departments/programs to achieve established goals and objectives. Performs all duties as may be prescribed by Tribal Council action; directs the preparation of plans and specifications for work which the Tribal Council orders. Attends Tribal Council meetings as requested. Confers with residents, businesses and other individuals, groups and outside agencies having an interest or potential interest in affairs of Nation concerns. Provides status updates and progress reports to the Tribal Council. Conducts weekly management meetings and quarterly meetings for all department directors. Communicates official plans, policies and procedures to staff and the general public. Makes presentations to Tribal Council, boards, commissions, civic groups and the general public. Directly supervises 31 employees, indirectly supervises 37 employees; which includes but is not limited to: assigning and reviewing work, instructing, training, establishing schedule, setting objectives, recommending hiring and disciplinary action. Works cooperatively within the office, Prairie Band Potawatomi Nation, and other agencies; as needed. Performs other duties as assigned. MINIMUM REQUIREMENTS: Bachelor's Degree in Business, Public Administration, or Management Minimum of five (5) years of experience in the Executive or Business Management / Public Administration field Must be intuitive, conceptual, and have good reasoning skills. Ability to maintain trust; protect and preserve confidential information.
