Police Scotland has set out an ambitious Estate Strategy at the heart of which is a transition to a modernised, demand-led and co-located estate where we can work most effectively with our Partners. Our buildings are among the most visible symbols of police presence across Scotland and provide significant points of public reassurance and contact. Our workspaces are also vital for the wellbeing of our officers and staff. The new Estate Strategy seeks to respond to the changing needs of our communities; the need to maintain public visibility and confidence; and the fiscal constraints within which we operate. The strategy provides a framework within which our estate will be planned and delivered to achieve our long-term Policing vision. This is an unprecedented opportunity for Police Scotland to deliver something fundamentally different and innovative, but less expensive and more effective, for our people and for our communities across Scotland. ABOUT THE JOB The post holder will report to the Design & Delivery Lead and will own and manage a regional portfolio of property/construction-related projects which will form part of the Estate Strategy Implementation Plan. These projects will range from small/medium/large new co-locations with our key partners, which could involve refurbishment or building modifications, up to significant new build projects. The post holder will establish key local/national relationships working with Divisional local policing teams, as well as with national functions within their respective region, owning and developing new property/construction projects emerging from Divisional Estate Planning. The post holder will interpret future Divisional Estate Plans and will lead on the design, delivery and “on the ground” project management of new and emerging projects. The post holder will ensure that co-location and collaboration with partners, the wellbeing of our officers and staff, and improved outcomes for the public and communities, are at the forefront of our future planning, design and delivery. They will act as a design guardian and will provide consistency of design across the Estate, whilst ensuring that projects are delivered on time, in budget, to a high quality standard whilst achieving best value. The post holder will be a dedicated property construction professional, with significant experience and background in successfully managing property construction projects, providing a range of technical, architectural and project management services in relation to delivery of property and construction projects. ABOUT YOU You must be educated to degree level (or equivalent) with extensive experience as a highly effective construction project manager with significant experience of delivering large, complex, cross functional projects and possess substantial experience within a relevant field. Where no formal professional qualifications exist, relevant and extensive work experience is required in order to support familiarisation and on the job training for the role. A driving licence is essential for this role. This full time post is permanent and will require standard recruitment vetting. You will work 35 hours per week, Monday to Friday, 9am-5pm.
