Pierce County Position Description Name: Department: Finance Date: March 2019 Pay Grade: G FLSA Status: Non-exempt Position Title: Accounting Assistant Reports To: Assistant Finance Director Hours: 8:00 am – 4:30 pm, Monday-Friday Purpose of Position: This position performs a variety of accounting and clerical tasks in keeping financial accounts and records. Work involves verifying, recording, billing, processing and reconciling of financial and related records and data, requiring the application of standardized policies and procedures. Applies principles of accounting to analyze financial information and prepare financial reports. Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned. Maintain a complete set of accounting books; Collects and receipts money, reconciles cash drawer and bank accounts Verify, reconcile and track revenue for Pierce County with the Pierce County Treasurer Department Record daily labor, fuel, equipment and usage of highway materials into the county computer system Coordination of parts room, materials and fuel activities with payables, billing, inventory and non-inventory. Maintain and reconcile equipment inventory records. Prepare financial statements and tax work papers. Verify accuracy of medical billing data, prepares and submits claims to appropriate payment sources and processes accounts receivables and collection of past due accounts; Maintains EHR billing data. Compile transportation data, prepare reports, analyze monthly results for end of quarter and year end grant reporting to State DOT. Prepare purchase of service contracts and maintain license and insurance information. Coordination, preparation and processing of approved accounts payable; Check accuracy for all vouchers; Prepare and enter general journal vouchers on county computer; prepare bi-weekly payroll and payroll expenses; reconcile expenditures for financial reports. Balance and reconcile accounts with general ledger accounts on county computer; prepare various monthly reports. Assist with data gathering and the preparation of year-end reports and annual schedules for audit respond to requests of records during a department audit. Participates in preparedness, accreditation and quality improvement activities Updates and maintains the client data systems with information needed for billing, statistical and financial purposes. Secures best prices in procurement process, including ordering supplies, hotel registrations, pharm and printing Maintain basic knowledge of all county programs, computer systems and grant requirements including but not limited to: Highway, Human Services, Office on Aging, Public Health, Solid Waste and Law Enforcement. Maintain expense files and maintenance records on all vehicles as required. Balances grant program to actual award Provide statistical and financial reports as required. Type memos, forms, and letters as needed. Provide back-up duties to clerical and accounting staff in the county on an as needed basis to ensure continuation of services. Minimum Qualifications: Technical/Vocational degree from an accredited college in accounting, business, finance or related field; one (1) year of accounting or finance experience. Valid Driver’s license required. Preferred Qualifications: Bachelor of Science degree an accredited university or college in accounting, business, finance. Two (2) years of governmental or public sector accounting experience. Knowledge, Skills, and Abilities: Ability to apply accounting principles. Knowledge and concepts of office procedures. Ability to operate a calculator with touch capability, copy machine, computer terminal, and fax machine. Ability to analyze and interpret a variety of general business publications, microcomputer applications, and government regulations. Knowledge of Federal and State policy and procedures. Ability to organize work and develop work procedures with minimum supervision; ability to establish and maintain effective working relationships with the staff and general public; ability to prepare and maintain records. Must be dependable, tactful, and maintain confidentiality. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios, and percentages. Must be able to read, write, and understand English. Physical Requirements: This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 20 pounds of force; work requires speaking and hearing, repetitive motions, frequently requires standing and reaching with hands and arms and occasionally requires sitting, walking, climbing stairs, balancing, stooping, kneeling, crouching, pushing, pulling and lifting. Work requires close vision, ability to adjust focus, color perception and peripheral vision, vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written computer data, operating machines and observing general surroundings and activities.
