Director Health & Value and Patient outcomes will be responsible for the Gulf Markets: UAE, Bahrain, Qatar, Oman and Kuwait. This role will lead the Market Access activities in the Gulf cluster such as pricing, reimbursement, health outcomes and Patient outcomes responsibilities, as well as lead the Country H&V team to operate according to Pfizer Leadership principles and company values, ensuring compliance in all such activities. S/he will enhance Pfizer presence in all the Gulf markets and expand product offering in order to maximize value/access to patients, payers and to Pfizer. This role will require close coordination with customers to maximize the full potential and solution offerings, leverage strong market access experience to drive business objectives within the matrix organization, while providing a tremendous level of growth opportunity. This role will require continuous partnership and collaboration with Finance, Global Manufacturing/Logistics/Supply, Regulatory, Public Affairs and Commercial Leaders in-country, regional and at the Global level. Accountability: This position is accountable to ensure that Market Access strategies are appropriate for all the Gulf countries and aligned with Global and Regional strategies Ensure market access plans are successfully optimized and implemented across all Therapeutic areas under the Biopharma organization within the Gulf Drive recommendations for all Gulf countries regarding price and reimbursement deals for the entire Pfizer portfolio. Drive the innovative pricing agreement execution across Gulf. Drive exchange of best market access practices across countries and provide country support (incl. Training on all aspects of MA such as pricing, healtonomics, advocacy and negotiation) Ensure high quality and transparency on operational aspects of Market Access, i.e. price monitoring, reference pricing, etc. Participate in country LT decision making on Market Access Strategy related decisions. Act as a single point of contact for support requests for all the Gulf countries and link coordination of business updates and requirements to the regional and global teams. Work hand in hand with Public Affairs Regulatory AND Key account management teams to ensure the winning strategy for Pfizer assets. Market Access Strategy Proactively monitor external environment, customers and competitors to identify opportunities for improving access and risks to our current conditions. Responsible for stakeholder engagement and market development: Lead and / or contribute to payer research & relevant customer and competitor insight Support developing innovative access schemes or partnerships with payers to reach new patient segments Develop & optimize payer/customer value proposition & pricing policy in accordance with payer requirements Advise Gulf leadership team with realistic pricing and access risk & opportunity assessments to inform commercial strategies, including commercial development & disease area strategy Recommend optimal pricing and access launch plans for new assets Develop access plan for Gulf. Operations Continuously optimize market access strategies, based on robust understanding of the payer environment, to maximize the value of the product Lead development of customized access/value dossier with medical and outcomes research above country where needed, to support pricing, reimbursement and access negotiations Collaborate with Public Affairs & Policy colleagues, for relevant policy discussion and positioning Pfizer business interests. Coordinate execution of access plan and ensure successful execution of launch strategies for new products Pricing Governance & Guidance Strategy Develop strong understanding of price referencing structure and dynamics in middle east markets Assess potential revenue impact of any regulation changes that affect pricing and access conditions in Gulf Levant / recommend optimal solutions and mitigation strategies Oversee key Patient outcomes from strategic & regional perspective Develop recommendations & decisions on strategic pricing, including qualitative & quantitative research on customer insights Where applicable, conduct price-elasticity analysis across key therapeutic areas Develop creative pricing strategy towards LOE for relevant products. Operations: Review re-pricing / renewal requirements for countries considering price referencing in the region, provide recommendations and agree on decisions to minimize the impact to the region Work closely with BUs to agree on the strategies needed to optimize current list prices. Ensure sustainability of long-term pricing strategy for in line products in private market and for Patient outcomes and avoid local market decisions that may have negative impact on other markets in the region. Provide Price Strategy Proposal (PSP) final approval after conducting appropriate due diligence with key stakeholders, including (but not limited to) asset-BU lead, Marketing and Country Manager Lead and support negotiations with local authorities pricing proposal to achieve recommended price level. Track and follow-up impact of pricing decisions and continuously adjust in order to maximize business opportunity Develop and implement local SOP to define and coordinate price decisions for Gulf / Levant Provide effective country support, ensuring implementation of Access strategies Patient outcomes: Define and ensure effective implementation of Patient outcomes strategy in the Gulf markets together with country T&C team and align with regional and Global Patient outcomes Organization. Agree clear objectives, timelines and KPI’s per market to measure performance Patient outcomes Continuously check and review objective achievement Assess in-market POP capabilities and support development of POP expertise. Establish processes and tools for Patient outcomes programs Develop internal competencies of team members within the team. Talent Management & Development Responsible to lead, direct and coach Market Access and Patient outcomes team members Responsible for attracting, recruitment, training and retention of talent. Use Performance management including low performance to ensure objectives, IDPs, reviews for all direct reports, maintaining quality and timelines Ensure that team members are continuously trained, empowered & motivated to meet their objectives & maximize their potential productivity in the correct, compliant manner. Actively seek out training & development assignments for individuals who are capable of advancing to more responsible positions in accordance with Pfizer career and talent development programs Responsible for the enhancement of the engagement of team members and collaborate with the peer managers and directors to implement the agreed upon plan of action Technical requirements: Ability to interact & influence senior leadership (Commercial BU, Regulatory, Medical, Marketing Leads & CM) in developing optimal business cases to achieve P&L objectives Knowledge in positioning price as part of commercial mix for in-line & pipeline assets In-depth understanding of pricing and access strategy & tactics, including (content) expertise in cross-border referencing & parallel trade Working knowledge of payer/reimbursement dynamics in key markets, Patient outcomes management and ability to develop value proposition customized for market/asset needs Ability to develop strategies, challenge status quo & influence internal and external customers (via in market colleagues) to protect price in lieu of win-win access strategy Thorough knowledge of various pricing options as applicable to different types of customers (government payers, out-of-pocket, and in mixed markets) Strategic thinker Project management skills Strong Analytical Skills Ability to prioritize frequently Deliver high quality, accurate work within tight timeline with minimum-to-no supervision General understanding of key Therapy Areas Self-starter, ability to lead cross-functional team Ability to set up a new function Strong cultural sensitivity. Knowledge requirements: Bachelor’s degree in healthcare sciences (or equivalent). Business Management degree is an advantage 10 years of successful Pharmaceutical experience including relevant experience of minimum of 3 – 5 years in Access / Patient outcomes / pricing and with minimum of 3 years in people managerial capacity, preferably in Market Access and or related functions.
