Finance Manager PENRHOS COLLEGE PURPOSE Penrhos College is a PK-12 day and boarding school for girls governed by a College Council appointed by the Uniting Church Synod of Western Australia. ROLE PURPOSE To assist the Director of Finance and Administration in the financial and general business management of the School, including supervising accounts staff. To ensure efficient, accurate and reliable accounting and processing procedures, that records and controls are maintained, and to continually strive to streamline and improve administration and financial processes throughout the School. RELATIONSHIPS Reports to: Director of Finance and Administration Direct Reports from: Finance Officer – Accounts Payable Finance Officer – Accounts Receivable Payroll Officer Assistant Accountant Bodies – Internal: Principal Deans and Assistant Deans Heads of Department All staff Current Students Parents Support Groups Bodies – External: Association of School Business Administrators Other independent schools Australian Taxation Office College-appointed: Auditors Banks Caterers Insurance agencies Salary-Packaging agencies State and Federal Government agencies relating to schools funding Uniting Church in Australia SCOPE OF POSITION General Scope of Position: The Finance Manager works closely with the Director, Finance & Administration in the management of the College’s finances. The overall College budget and asset base is (at 2018): Annual Turnover - $36.5m Annual Capital Expenditure - $1.6m Asset Base - $58.2m The position also extends to the financial accounting of the Penrhos College Foundation, and College-affiliated support groups. KEY RESPONSIBILITIES KEY RESULT AREA: FINANCIAL MANAGEMENT OF THE COLLEGE Responsible for implementing approved accounting principles, practices, policies and procedures to ensure the efficient and effective financial management of the College Oversee the College’s payroll processes and practices to ensure they continue to be effective, compliant and in line with the relevant legislative and/or award entitlements Ensure all payments made to third party providers are reviewed for compliance with the College’s requirements. Ensure accurate payment of suppliers and correct general ledger and GST coding, through authorisation of accounts payable postings Ensure accurate and timely billing of fees, general ledger and GST coding of receipts Manage fee collection and ensure that fee collection is conducted in a manner which reflects the College ethos Ensure appropriate account reconciliations are conducted in a timely manner Monitor business expenditure in line with approved budgets. Report variances and make management recommendations to the Director of Finance and Administration Establish and ensure adherence to financial control procedures KEY RESULT AREA: FINANCIAL REPORTING Take responsibility for the preparation and submission of any required financial reports including: Preparation and coordination of annual accounts to ensure the successful completion of the annual audit in February of the following year Quarterly management reports for Finance, Audit and Risk Management Committee Fringe Benefits Tax returns Monthly BAS returns Other statutory returns and surveys Coordinate the submission of data for WA and Commonwealth Government Census Account for all per capita and special purpose Commonwealth and WA Government grants Maintain accuracy and integrity of the Assets Register including reconciliation to the general ledger KEY RESULT AREA: FINANCIAL ACCOUNTING OF PENRHOS COLLEGE FOUNDATION Oversee the accounting functions, including the budgetary process for the Penrhos College Foundation, including: Maintenance of the general ledger and integrity of accounting system for all funds Preparation of quarterly management reports for Foundation board Preparation of quarterly BAS returns and responsibility for GST matters Preparation of annual accounts including liaison with auditors Other ad hoc exercises as determined by the Foundation Board KEY RESULT AREA: FINANCIAL ACCOUNTING FOR ASSOCIATED ORGANISATIONS Oversee preparation of monthly parent support group financial reports KEY RESULT AREA: GENERAL MANAGEMENT Responsible for the day-to-day supervision and management of Finance Department staff Ensure the positive promotion of the Finance Department as an efficient service delivery centre within the College Train new budget co-ordinators for commitment and understanding of their financial responsibilities Lead the sharing of knowledge with relevant internal stakeholders ensuring the correct training is undertaken in relation to the budget process, correct use of general ledger accounts and reports Undertake, coordinate and continuously improve administrative functions and management systems to ensure a high level of department efficiency and effectiveness Ensure the College has the correct processes and practices in place for the recording, notification, lodgement and closing out of all insurance claims and act as first point of contact with relevant insurance companies Participate as an official College representative on the Finance and Risk Management Committee KEY RESULT AREA: DEPARTMENTAL MANGEMENT To effectively work with the People Services Department to manage any recruitment, selection and orientation of staff within the Finance Department To effectively manage the performance development process for staff within the Finance Department and to work to ensure that a philosophy of continuous learning and professional development are inherent values within the team To support and promote the principles of Equal Opportunity to ensure due respect is provided to all To facilitate a positive working environment for staff by developing a team approach to work, ensuring open and transparent communication, and establishing consultative mechanisms to ensure that decisions are made on a collaborative basis To mentor, model and support contemporary practice in administration KEY RESPONSIBILITY: DUTY OF CARE To maintain and promote the principles of Occupational Safety and Health within the workplace in accordance with policy including taking appropriate action in relation to identified hazards and risks to ensure the safety of self and others. SELECTION CRITERIA Qualifications: Essential Bachelor’s Degree in Accounting or equivalent * A current and clear Working with Children check (WWC) and Federal Police Clearance Qualification as a Certified Practising Accountant (CPA or CA) or equivalent Experience: Essential * Good communication skills including the ability to communicate financial concepts to non-financial people Substantial experience as a financial accountant, particularly in financial reporting and account dissection and analysis Experience in working with accounting-based software applications Experience in management of the payroll function, including knowledge of associated industrial relations issues Human resource management * Superior skills in Excel and financial modelling Desirable Experience in a school-based financial environment Skills/Attributes: Essential * Ability and willingness to uphold and role model the College’s values of Respect, Empathy, Integrity, Knowledge, Growth and Synergy.
