Project Overview and Role: Background DFID has appointed Palladium, in collaboration with KEHATI and Systemiq, to deliver the fourth phase of the Multistakeholder Forestry Programme in Indonesia (MFP4). MFP4 will support Indonesia to achieve its ambitions on sustainable timber and community forestry. The programme will operate for an initial period of 3 years, with a possible extension to 5 years. MFP4 is committed to enhancing the positive impact of social forestry through two workstreams. A. Sustainable and legal timber: Ensuring the sustainability of Indonesia’s governance reform in the timber sector through the national timber legality assurance system ‘SVLK’, which underpins the Forest Law Enforcement, Governance and Trade (FLEGT) licensing scheme; and B. Community forest business development: Facilitating the expansion of community forest businesses through increased access to skills, finance, knowledge and services for business development and forest stewardship. The MFP4 team has developed a Gender Equality and Social Inclusion (GESI) strategy to support both Workstreams by encouraging a focus on women and marginalized groups as beneficiaries, and contribute to the inclusivity of the Social Forestry initiative of the Ministry of Environment and Forestry (MOEF). We will apply four principles: recognition, participation, representation and economic empowerment. MFP4 will conduct a study on women’s participation, representation and leadership in SVLK. This study will portrait women experiences and roles in SVLK development and implementation. In this process, MOEF and other ministries such as Foreign Affairs and Industry, as well as civil society independent forest monitoring groups, timber businesses and support programmes, worked together to implement legal and system reforms to prevent illegal logging. During the development process, more than fifteen women were key players and have been involved in establishing SVLK since the beginning. And some of them keep involving during the implementation and contribute their ideas and thoughts. Their valuable story, in the period of development and implementation, can be taken as inspiration for women leadership in policy development within the MOEF in future. MFP4 will draw lessons from their experience to inspire further women’s leadership in MOEF and within the relevant ministries. Furthermore, their experiences will contribute to better understanding of women’s leadership in Indonesia’s timber sector. The findings and recommendation of the study will be shared through MFP4’s Learning Exchanges, as well as wider networks and partners. Primary Duties and Responsibilities: Purpose of Study This study aims to: Explore the experience of women's leadership and involvement in SVLK and the wider FLEGT Voluntary Partnership Agreement (VPA) process in the period of SVLK development process and implementation. Analyze experiences with regard to the roles and responsibilities of women in the SVLK development and implementation process, in the context of timber that seems as a male-dominated sector. Deliver recommendations on a) SVLK further development and b) gender mainstreaming in MOEF to stakeholders and other relevant ministries, related to women's leadership and involvement to strengthen the SVLK development. Relevance to Workplan and Deliverable This study is part of MFP4’s workplan for Workstream A, linked to the Output 1 of the Logframe - Improved perceptions of FLEGT among key international and domestic markets as well as to the RFI-10 on description of cases of support to address GESI risks in the wood industry and communicate the role of women’s leadership in SVLK. Purpose of Assignment The Consultant for Women Leadership in SVLK National System will be responsible for generating findings and recommendations related to this study. The findings will relay the experience of women leaders in the SVLK development and implementation at the national government, especially the Ministry of Environment and Forestry, in timber industry, civil society and support programmes. The recommendations will be used as a basis for strengthening SVLK further development and gender mainstreaming in MOEF and wider MOEF’s policy development process. Responsibilities Under the direction of GESI Advisor, the Consultant will: Develop a detailed methodological proposal as well as the analysis tools/method to analysis the findings (within the period of SVLK development and implementation) in accordance with the timeline and budget, contains the expected results of study, stakeholders to interview, and schedule of activity. Conduct meetings, focus group discussions and/or interviews to collect data and information from subject of study. The consultant will have series of meetings to gather all women experiences, roles and responsibilities as well as the challenges and enabling conditions linked to their leadership, and other relevant information. Conduct a presentation for the wider MFP4 team at the end of the study to receive feedback. The draft result in writing will be submitted one week before the presentation. The discussions at the presentation will be included in the final report. Provide a final report containing findings including the women’s stories and quotes if relevant as well as recommendations. Organise a meeting to present the findings of the study with the aim of clarifying details & issues and soliciting further input and feedback. Update & revision of preliminary report based on the feedbacks. The consultants will submit a draft report in Bahasa (with one-page summary in English). Provide recommendations in the form of a PowerPoint Presentation to disseminate to stakeholders at the Ministry via GESI Learning Session or any other SVLK related event such as FLEGT VPA event. All documents should be compliant with the following conditions: MFP4 requires that the interview or FGD results that are compiled are submitted to MFP4 when the study is completed as an attachment. Data must be disaggregated by gender and other relevant diversity, etc. MFP4 must be provided with a final template of any interview guides, or other materials used during data collection. Good interpersonal skills, including in a cross-cultural context; Fluent Bahasa Indonesia and English (preferred); Have professional experience in working with Officials of Government of Indonesia, preferably with Ministry of Environment and Forestry (MOEF) Duration This role will carry out the study activity for approximately 30 (thirty) days from May to August 2019.
