The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and territory borders, and ultimately for the heavy vehicle business with government in Australia. Diversity within our workforce is valued as being representative of the standards, values and diversity within the community and clients we serve. 1 of 3 Position Description | Intelligence Analyst Environment Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden whilst enabling greater safety and productivity. Within the NHVR, the Statutory Compliance Division ensures proactive compliance with regulatory policy, strategy and standards through proactive compliance operations, intelligence, investigation and prosecution services. Primary Objectives Deliver intelligence analytical capability to support the strategic intelligence for NHVR policy, operations and/or performance areas resulting in proactive compliance with a focus upon the heavy vehicle operators and the Chain of Responsibility Key Responsibilities/Accountabilities * Preparation and dissemination of valid, relevant, comprehensive, timely, and defensible intelligence products and services. Provide sound advice on performance measures and trends to inform strategies and programs to prevent non compliance and to endorce compliance with all regulatory requirements. Participation in inter-agency and cross-jurisdictional information sharing, and the joint development of Regulatory Compliance operations and investigations to identify risks and issues. Identification of emerging trends or patterns of non-compliance that pose a threat to strategic objectives Identification and profiling high risk transport operators and other associated parties within the transport supply chain Identification and monitoring of environmental risks and opportunities to provide specialist advice to NHVR management. Apply competence in analysing data to reveal its significance beyond the obvious. Monitor and manage personal workload, task prioritisation and allocation; including responding to critical events and incidents Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment. Skills and Capabilities * Communication – Effective written, oral and interpersonal skills, including the ability to manage relationships and partnerships with a broad range of internal and external stakeholders and a sound ability to influence and negotiate desired outcomes.Demonstrated ability to provide sound advice on performance measures and trends to inform strategies and programs to prevent non compliance and to enforce compliance with all regulatory requirements. Intelligence methodology – Sound skills in the application of relevant modern methodologies regarding the collection, collation and management of information Risk assessment and problem solving skills – Ability to successfully apply skills to complex problems, including the interpretation and evaluation of a diverse range of data and information.. Demonstrated ability to develop intelligence reports to scope complex compliance problems where policy, procedure and precedent do not exist. Research – Thorough, efficient and task relevant information research. Demonstrated abilitiy to apply competence in analysing data to reveal its significance beyond the obvious. Independence – Ability to work autonomously, often with limited supervision and to react proactively to new or unexpected events, while demonstrating good judgement for appropriate issue escalation. Qualifications and Experience Highly Desirable: Ability to hold appointment as an Authorised Officer under the HVNL Holds, or eligible to obtain, a Baseline vetting level security clearance Experience in the intelligence field, coupled with education in the intelligence profession would be highly advantageous 2 of 3 Position Description | Intelligence Analyst Experience in the use and application of relational databases and intelligence analysis tools for visual, temporal, and spatial analysis would be highly advantageous Understanding of strategic and operational issues surrounding the heavy vehicle industry would be highly advantageous
