Director of Engineering and Manufacturing Chattanooga, TN Nippon Paint Automotive Americas, Inc. Reports to (title): Executive Vice President FLSA Status: [ ] Non-exempt [ X ] Exempt Cost Center: [ ] Finance [ ] Compliance [ ] Strategy [ X] Operations JOB SUMMARY: Reporting directly to the Executive Vice President, the position is responsible for developing and implementing overall manufacturing and test strategy for future production and technical processes for E-Coat, resin and paint manufacturing in Chattanooga, TN. The incumbent is responsible for overseeing the engineering design and construction of a LEED Certified digitally automated factory and completing the project in accordance with the Company’s objectives of cost, schedule and quality. Once trials begin in multiple phases, position is responsible for all aspects of plant operations for E-Coat, resin and paint manufacturing including Production, Warehousing, Quality, Maintenance, Engineering, and EHS while meeting company financial and performance goals and objectives for production, quality and safety. ESSENTIAL DUTIES: Pre-Construction (If Applicable due to Availability) Coordinates, in conjunction with the engineering design firm, the pre-construction process, including design-programming, Contractor/Vendor qualifications, bid solicitations, and permit acquisitions. Coordinates with utility companies, including gas, water, phone, railroad, and power providers. Additionally, coordinates the utility design process, determines fee assessments, monitors the installation schedule, and assists in the preparation of applications and the establishment of services. Assists in selecting a general contractor, including the solicitation for and review of proposals. Reviews, as necessary, general contractor and subcontractor qualifications, including experience evaluations, financials reviews, resource evaluations, and license and insurance compliances. Budget Prepares, the Total Project Budget. Monitors deviations as the project progresses. Assists with the Value Engineering and Cost Benefit Analysis effort in partnership with the engineering design firm, general contractor and company. Assists in establishing the Guaranteed Maximum Price (the “GMP”) and general contractor prepared conceptual estimates. Ensure pricing is “open book” on a GMP contract. Schedule Monitors the Project Schedule throughout the pre-construction (if applicable) and construction phases. Identifies variances between schedule and probable completion dates. Reviews schedule for work not stated or not completed. Review and suggest response to any Company-delay notices issued by general contractor. Prepares delay notices to engineering design firm and Vendors as requested. Coordinate schedule logistics for equipment moved from any other Company locations. Furniture, Fixtures & Equipment (the “FF & E”) Assists in the budgeting and preparation of Furniture, Fixtures & Equipment FF & E planning and implementation. Assists with scoping, cost estimating, bidding, and delivery scheduling for purchased equipment. Construction Management Attends onsite construction progress/coordination meetings on a weekly basis at which the general contractor and the engineering design firm can discuss jointly such matters as procedures, progress, problems and scheduling. Reviews monthly pay applications/invoices from general contractor and Vendors. Prepares monthly draw requests. Factory Automation Participates in the development of an advanced paperless automation system with full SAP integration which supports data digitization using COTS (Commercial Off-The-Shelf) customized software, including MES (Manufacturing Execution System), SCADA (Supervisory Control and Data Acquisition), RTC (Real Time Controls). Develops training manuals and standard operating systems for factory automation. Change Orders Develops and implements a system for the preparation, review and processing of Change Orders to the Work. Recommends necessary or desirable Change Orders to the Company and engineering design and assists in negotiating Change Orders. Reviews and provides recommendations for all Company requested modifications. Quality Assurance Monitors the work of the general contractor as well as the activities and responsibilities of the Company and engineering design firm to complete the project in accordance with the Company’s objectives of cost, schedule and quality. Monitors the onsite safety practices of the general contractor and its subcontractors (including adherence to OSHA regulations). Makes recommendations for improvement as noted. Monitors the onsite security practices of the general contractor. Makes recommendations for improvement as noted. Monitors all major milestone events, including all related onsite inspections, to ensure adherence to the Project’s plans and specifications, as well as industry standards. Close-Out Monitors the general contractor’s system for creating and maintaining a current set of Specifications, Record Drawings (“As-Builts”), and Operating & Maintenance manuals (“O & M’s”) for submission to Company at completion of Project. Facilitates the turnover process, including assistance in preparation of key schedules, punch list completion, and schedule coordination of training and turnover meetings. Review and approve all invoices based on costs actually incurred by the contractor, validated by detailed backup and confirmed by open-book auditing at project completion. Plant Operations Assures the most effective and efficient utilization of personnel for all departments under his/her responsibility and makes changes as needed. Fosters and maintains a team culture that promotes a top-notch manufacturing environment capable of meeting the demanding needs of OEM automotive manufacturers Implements Lean manufacturing principles, practices and techniques – the ability to drive a sustainable Lean cultural transformation using tools such as Six Sigma, Kaizen, Kanban, 6S. Executes established corporate, department and plant policies, procedures, programs, in an efficient manner and ensuring total compliance with corporate safety policies. Develops and executes plans for personnel development toward the long-range needs of the plant including production manufacturing, warehousing, planning & scheduling, quality, maintenance, engineering and EHS Formulates short and long-term strategy relative to cost reduction, quality improvement, equipment utilization, capacity planning, capital planning, budgeting, new product launch, and achievement of financial goal. Manages production of all areas through direct supervision of Plant Manager, Engineering & Maintenance Manager, Quality Manager, EHS Manager including activities of Planning & Scheduling, Warehousing, Inventory Control, etc. Reviews existing data and establishes new measurements and processes to control all aspects of operations in order to improve manufacturing quality and efficiency including but not limited to monitoring inventory levels, reducing cycle time, efficient use of labor, etc. Responsible for establishing a safe and healthy working environment for all plant personnel that complies with all corporate environmental, health and safety policies and procedures Reviews and responds to summaries of safety audits, accident investigations, safety committee meetings, employee suggestions, disciplinary actions, and so on. Directs and coordinates activities for efficient facility presentation and/or audits. Reviews and analyzes production, quality control, maintenance and operational reports to determine causes of nonconformity with product specifications and operating or production problems and to seek process improvements. Directs and maintains ISO/TS activities (SOP’s, audits, etc.) Ensures the control of products discharged (atmosphere and water treatment systems) in accordance with local, state and federal laws and regulations. Oversees shipping and receiving of supplier and customer products and intercompany materials and supplies, maintains accurate inventory of all materials and supplies, etc. SUPERVISOR RESPONSIBILITIES Supervises: o Project Engineers o Production o Quality and EHS o Maintenance o Warehousing QUALIFICATION REQUIREMENTS The individual must be able to perform each essential job duty and responsibility satisfactorily. MINIMUM EDUCATION, EXPERIENCE AND/OR CERTIFICATION Bachelor’s degree in Engineering. MBA is a plus. At least 15 years of progressive responsibility in manufacturing operations demonstrating a consistent track record of success. Paint and resin manufacturing experience is strongly preferred or batch processing involving chemicals. Experience working in a culturally diverse manufacturing environment is preferred. Demonstrated success implementing Lean manufacturing principles, practices and techniques – the ability to drive a sustainable Lean cultural transformation. COMMUNICATION SKILLS Strong interpersonal skills, ability to communicate and manage well at all levels of the organization and with staff at remote locations essential. OTHER SKILLS AND ABILITIES Proven knowledge of ISO/TS. Comprehensive knowledge of Lean manufacturing concepts and implementation (Six Sigma, Kaizen, Kanban, 6S). Strong leadership, coaching, and mentoring skills. Ability to effectively handle multiple tasks and projects and to problem-solve. Ability to interact effectively with customers and other members of the plant leadership team and other departments. A management style that strongly emphasizes teamwork, creativity and empowering people.
