About Musqueam Indian Band

xʷməθkʷəy̓əm (Musqueam) people have been here as long as there has been land to live upon. We have lived in the area of our present location for thousands of years, and our traditional territory occupies what is now Vancouver and surrounding areas. Some of our sχʷəy̓em̓ (ancient histories) describe the landscape as it was over eight thousand years ago. Position Summary: The Band Manager is responsible for driving the long term strategic vision and goals of the Musqueam Chief and Council and administers a wide range of programs and services. Program and Services to the 1000+ Musqueam Band Members are community based and focus on respect for the strength and knowledge of both traditional and contemporary values. These programs and services provided encapsulate the broad spectrum of social, economic, and cultural services ordinarily provided by local governing authorities. Responsibilities Administration Supervision of Band staff and programs and ensuring that the daily operation of Band government departments and services run smoothly and efficiently. Meeting weekly with Program Supervisors/Senior Band staff to review program activities, progress, priorities, budgets, and any other item of concern. Directly supervising the Band’s Administrative Services and ensuring that an efficient filing, financial, and employment records system is maintained, as detailed in the Band’s Financial Administration Policy Manual. Assisting in implementation of computerized systems for the administration of Band programs and services. Implementation of Band Council policies, decisions, and regulations. Conducting research, correspondence, and completion of reports, etc. arising from the decisions made by the Council, or as instructed by the Council. Making recommendations for the efficient operation of all programs and activities. Coordinating the work of Council Committees, and assisting them in obtaining relevant information when requested. Providing annual employee evaluation for the Administration Services staff and for senior staff positions in other departments; assists with other employee evaluations when requested. Ensuring the proper maintenance, use and occupancy of Band buildings and equipment. Handling of crisis matters which arise on a day-to-day basis, and pass on relevant information to the appropriate Band staff or Council member. Adviser to Band Council Provides Council and Committees with background information on issues before them for sound and informed decision making. Attends Council meetings; attends committee meetings as requested. Provides Council with monthly reports on programs and operations. Provides Council with detailed monthly financial statements. Recommends to Council changes and/or improvements to Band facilities, services, programs and policies. Seeks alternate sources of funding, and upon Council direction, submits proposals to funding sources. Job Knowledge: Significant and proven leadership skills developed through at least 5 years in a senior management role, preferably in band management and administration; or an equivalent combination of skill, knowledge and experience. Previous experience as a Band Manager is strongly preferred. University degree or diploma in business or public administration or equivalent work experience. Considerable experience working with a Band Council and/or Board of Directors. Proven ability to build effective relationships with external stakeholders and collaborative ventures with diverse constituents; Demonstrated success in overseeing organizational finances and budgets. Excellent leadership skills, including the ability to motivate managers and staff and the ability to inspire confidence in Councilors, staff, and Band members. Excellent communication skills, both oral and written. Some experience negotiating agreements. Excellent Communication and presentation skills. Ability to maintain strict confidentiality. Knowledge and experience of similar program delivery in the context of Musqueam or First Nations culture and history.
