Description Reporting directly to the president and/or designee, this position will recommend, develop, and implement plans for college facilities to accommodate future growth; maintain administrative control over all facility projects; provide cost estimates; and assist in the budget planning process.This position will develop, manage, and report on a college-wide facilities function and provide oversight for the fleet of college vehicles and fuel usage. The position will participate in the college's crisis management program; serve as the college's OSHA safety officer on all campuses; investigate insurance claims; and conduct inventories of fixed assets. Typical Duties Provide leadership for college-wide facilities functions and establish procedures as necessary for increased reporting, repairing, and renovating efficiency. Develop and implement a facilities long-range master plan that includes major capital, renovation, and deferred maintenance mitigation. Utilize all data and building audit analysis to best determine annual needs. Implement annual facilities planning processes and collect feedback from various internal stakeholders. Communicate regularly with IT and instruction personnel to ensure collaboration on all projects. Prepare all facilities related budgets, monitor expenditures, prepare funding requests and maintain budget compliance within college guidelines. Prepare reports and statistical information regarding the activities effecting college facilities to supervisor and president, as required. Keep apprised of current trends, rules and regulations effecting facilities, construction and risk management to ensure policies and procedures remain current and up to date. Recommend changes as needed. Organize, prepare and present in conjunction with campus facility managers in workshops and planning sessions for professional development opportunities to aid in achieving goals and objectives. Serve as college safety officer, ensuring all OSHA requirements are met on all campuses. Provide oversight for facilities related risk management issues and reporting such matters to the Safety Committee. Conduct annual and rolling inventories of the college's fixed assets. Review and make recommendations relative to planned construction and construction bids. Work closely with architects and contractors developing college projects. Ensure compliance with building codes and ordinances, zoning regulations and contract specifications. Read blue prints, review inspection procedures for all facets of construction, and report issues. Maintain facility project request and deferred maintenance listings, including the monitoring the facilities ticket system to ensure timely response to all needs. Investigate, evaluate, and recommend settlement of property damage and liability claims. If required, conduct field investigations, take photographs, record statements and prepare diagrams as needed. Provide oversight for the fleet of college vehicles and fuel card usage. Ensure that vehicles are maintained and available for use. Establish working relationships and attend meetings as necessary to represent the college in state, local and professional communities as related to facilities management, or as assigned. Adhere to college, federal and state administrative procedures, guidelines, initiatives and directives to ensure compliance with all relevant regulations affecting college operations. Perform other tasks of a similar nature or level as assigned. Qualifications Minimum Qualifications: Associate's degree in related field. Current and valid Arizona contractor's license, or ability to obtain within one (1) year of hire Five (5) or more years of industry-related experience, including facilities management, facilities maintenance, or construction trades. Three (3) or more years of progressively responsible management experience. Or any combination of experience, training and/or education which demonstrates potential for success in performing the essential duties of the position. Preferred Qualifications (in addition to minimum qualifications): Bachelor's Degree in related field. Three (3) or more years of experience in a public-sector entity.
