Job Purpose Lead and execute the implementation of an effective Health, Safety and Environment (HSE) Plan and Strategy to achieve high standards HSE within the Heavy Engineering Operation in compliance with all regulatory legislative and management system requirements. Responsible to create a proactive and safety focused culture within Heavy Engineering Operation to support the Company’s business objectives. Responsibilities 1) HSE Plans and Strategies Develop the HSE Plan and Strategies for Heavy Engineering Operation. Monitor Project HSE Performance thru lagging and leading indicators of HSE Plan and prepare mitigation plan. Monitor and maintain the implementation of monthly report and monthly look ahead for overall Project HSE programs. Monitor and maintain the implementation of monthly HSE Performance Report for Heavy Engineering Operation. 2) Risk Management Execute the framework for HSE Risk Management of Heavy Engineering Operation (Hazard Effect Management Process – HEMP) to ensure adherence / compliance with Petronas Mandatory Control Framework (MCF) & Petronas Technical Standard (PTS), Industry Best Practices, statutory requirements and management systems. Establish maintain and update HSE Risk Management deliverables for Heavy Engineering Operation and Projects e.g. HER, CAC, RAP and EMP. 3) HSE Management System Assurance Plan and execute compliances assurance of the implementation HSE Management System within the various Departments/Sections and Projects in the Heavy Engineering Operation. 4) HSE Enforcement Program and Disciplinary Action Execute HSE Enforcement Programs in compliance with Health Safety and Environment Management System and statutory regulations. Coordinate with HSE Project Monitoring on HSE Enforcement at Project Site. Review and maintain Consequence Management records e.g. SAC & SOC. Drive the execution of consequence management of MMHE staff and Sub-Contractor workers in Heavy Engineering Operation Projects. 5) HSE Compliance Audits and Inspections Drive execution of HSE compliance audits and inspections programs in compliance with Health, Safety and Environment Management Systems and statutory regulations. Drive execution of monitoring and surveillance at Project site by HSE Project Monitoring for unsafe acts and unsafe conditions and recommend and implement corrective actions. 6) Incident Notification Investigation Notify and investigate any accident, dangerous occurrence, occupational diseases & poisoning and near miss and submit incident report within the required period. Review and maintain the implementation of incident analysis and reporting. Follow up the status of implementation of corrective actions recommended from incident investigation to prevent recurrence of accidents/incidents. 7) HSE Performance Report Prepare monthly HSE Performance reports contain the HSE statistics, HSE programmes, observation, finding and recommendations. 8) HSE Development & Competency Enhancement Develop the HSE training development and competency need analysis/requirement. Coordinate the requisition for internal and external HSE training program. Conduct internal HSE training program to ensure team members have the required competencies / capabilities to effectively execute roles and responsibilities. 9) HSE Matters For Bidding and Tendering Develop inputs required of HSE matters for bidding and tendering of Project in Heavy Engineering operations. 10) Leadership Provide leadership, direction and guidance to motivate and nurture potential / qualified leaders in HSE so as to drive a high performing work culture within MMHE. Experience Degree in engineering or equivalent professional qualification. Holder of a Safety and Health Officer certificate. Minimum 3 years’ experience in the field of HSE especially in heavy engineering operation. Possess sound knowledge in OHSAS 18001, EMS ISO 14001 and QMS ISO 9001. Readiness to travel and assume new responsibilities as assigned by superior. Excellent people management, interpersonal and communication skills in working with stakeholders of all levels. Organized, eyes for details, compliant, pro-active with solutions & decision making and well planned in achieving objectives. Only Shortlisted Candidates Will Be Contacted.
