MRI's relationship with Collins Aerospace has led to the need for an Operations Engineer in Houston, TX, supporting NASA Johnson Space Center. The Operations Engineer manages large team or multiple projects in design and planning of layout for assembly and materials handling. Adaptation of machine or equipment design to factory and production conditions. Planning of sequence of operations and specification procedures for the fabrication of tools and equipment and other functions that affect product performance. The Operations Engineer is responsible for the build and test of Space Flight Hardware. Working with the program team and assigned Program Ops Manager (POM) this function effectively manages the manufacturing, testing, and delivery of the end product. The effort additionally requires adherence to all functional procedures, compliance to budgets, as well as meeting all contracted schedules. This job is considered a safety-sensitive position in accordance with NASA Guidelines. The selected candidate will be subject to drug and alcohol testing per NASA's regulation subpart 1823.5 Drug-Free Workforce. The Operations Engineer will have the following responsibilities: Support new program proposals by estimating Manufacturing Engineering tasks, tooling costs and support development of manufacturing plans. Establish touch labor cost targets on shop/lab activities as requested. Define tool and gage requirements. Ensure adequate tools and gages are available when needed in the process. Provide support to all activities during the fabrication of the initial unit (first article) of each specific design to resolve processing problems. Review and implement engineering changes to determine feasibility, producibility and delta labor impact. The development of a detailed build and test procedures for laboratory personnel. Providing program status reports to the customer and upper management Assisting Purchasing during negotiations of major subcontracted items. Some travel may be needed for this position (approx. 10% or less) Required Experience / Qualifications: Bachelor's degree in an engineering field from an accredited university and a minimum of 10 years' experience in Operations or in interfacing with Operations organization on a recurring basis. Experience in writing of build and test procedures for complex assemblies (preferably NASA/Space Industry) Experience evaluating and implementing technical specifications Ability to work on tight schedules to meet program plans/scheduled and budgets from Operations Working knowledge of SAP Strong computer skills specifically in using MS Project, and MS Office products Strong presentation skills both written and verbal required Self-motivated, self-directed. Strong critical thinking skills. Preferences: Knowledge of ACE and/or Lean is encouraged. Additional Information: Due to government contractual obligations, candidate must be a U.S. Citizen and successfully complete a drug test and U.S. government background investigation
