Position Title Chief Executive Officer & President Requisition # 818 Reports To MCNC Board of Directors Date Posted Wed, 02/26/2020 - 12:00 MCNC was established in 1980 as a 501(c)(3) entity to be operated exclusively for charitable, educational, and scientific objectives and for the purpose of promoting scientific research and education to encourage the development of the electronic and information technologies in North Carolina. For more than 35 years, MCNC has operated a robust, secure, exclusive communications network that has connected institutions of higher education and other entities across the state to each other, and, through advanced research networks such as Internet2, to the world. The North Carolina Research and Education Network (NCREN), operated by MCNC, is one of the nation’s first statewide education and research networks. It provides broadband communications technology services and support to North Carolina K-12 school districts; 17 institutions of the UNC System and General Administration; numerous North Carolina Charter Schools; the majority of North Carolina Independent Colleges and Universities; 58 North Carolina Community Colleges; research institutions; public safety entities; and foundations. Through collaboration with the North Carolina Telehealth Network Association, MCNC also provides broadband services to over 200 public and non-profit healthcare providers. Through two Broadband Technology Opportunities (BTOP) grants and other private investments, MCNC has invested over $140M in a network infrastructure that is able to meet the rapidly increasing bandwidth demands and shared services needs of community anchor institutions and schools for the foreseeable future. MCNC offers NCREN technology tools and services to guarantee equal access to 21st century learning by providing a future-proof technology network that is the foundation for change and innovations in our educational systems. Key Responsibilities and Duties This position will provide leadership for all phases of the company’s operations in delivering world class connectivity and technology services among MCNC’s education, government, healthcare, public safety, and library constituents. Works with the MCNC Board of Directors to define the vision for MCNC and implement strategies that will be used to lead the organization toward that vision In conjunction with the Board, establishes objectives, long-range strategic goals, plans, and policies through consultation with managers and input from constituents Manages and directs MCNC towards its primary objective of delivering world class technology services to satisfy the research and education needs of K-20, public and non-profit health care providers, public safety, libraries, and the NC State government constituents Presides over the ongoing operations of the organization Ensures that the organization complies with all state and federal government regulatory requirements Promotes cooperation and communication among the MCNC leadership team, its constituents, and the Board of Directors to foster unity of purpose Works with, seeks advice from, and presents regular reports on strategy and operations to the Board and the MCNC Advisory Council (MAC) Works closely with constituents to develop and carry out major plans, coordinate operations to address client needs, and ensure that operations are being executed in accordance with policies Closely monitors implementation of initiatives and KPIs, measures achievements against objectives, and directs modification of plans as conditions warrant Utilizes MCNC’s unique role to establish partnerships with public and private entities and seeks to create solutions that will allow strong collaboration across those entities Oversees financial operations of MCNC, including the MCNC Endowment Fund, with an eye toward soundness and transparency Reviews operating results, comparing them with established objectives, and takes steps to ensure that appropriate measures are taken Works closely with government stakeholders in the NC Legislature and at federal levels to represent the goals and initiatives of MCNC Represents the organization with employees, customers, peer organizations nationally and internationally, state and federal government, and the public at large Represents MCNC in communicating with state and federal policy makers on the benefits of security and broadband technologies and the value MCNC brings to North Carolina Minimum Education and Experience Requirements Competencies: To perform the job successfully, an individual should demonstrate the following competencies: Leadership – the executive is a leader who inspires and motivates others to perform well, solicits input and involvement from members of the organization, and exemplifies the best aspects of MCNC and its culture Vision – the executive is knowledgeable of and attentive to trends in the broadband communications and security landscape, and can provide direction and steady leadership as the organization meets the evolving needs of its North Carolina client base Management Skills – the executive includes staff in planning, decision making, facilitating, and process improvement;
