75% equivalent, 6-month consultancy on India’s energy policy and investment (based in Delhi, India) within IISD’s Energy Program The International Institute for Sustainable Development (IISD) is an independent think tank that delivers the knowledge to act. IISD and the Position Background The Consultant will support IISD’s Energy Program (www.iisd.org/energy) and its Global Subsidies Initiative (GSI, https://www.iisd.org/gsi/). The position is intended to be a 75%-equivalent post for six months, based in Delhi, with the possibility of increased hours and a contract extension based on project funding and performance. We are a team of over 20 experts based in the IISD Geneva and Ottawa offices as well as remotely in India, Indonesia and other countries. We deliver cutting-edge research and practical policy support in developed and developing countries for energy policy reforms, including the reform of fossil fuel subsidies (worth at least USD 500 billion per year globally) and energy taxation. This work is aimed at aligning financial flows with safe climate targets and facilitating just transitions to renewable energy. We explore and support policies and investment related to both production and consumption of energy that are beneficial for society while being safe for human health, the environment and the climate. We work closely with groups such as the Friends of Fossil Fuel Subsidy Reform (http://fffsr.org/), the Organisation for Economic Co-operation and Development, the International Energy Agency, UN Environment, the International Labour Organization, the World Bank and international non-governmental organization partners. Our approach is hands-on through country-level research and outreach as well as via international forums such as the G20, the UN Framework Convention on Climate Change and the Sustainable Development Goals. In India, IISD’s program has largely focused on the creation of knowledge and dialogue on how to sustainably reform fossil fuel consumer subsidies, particularly measures to mitigate negative impacts of reform on vulnerable groups and to target subsidies to the poorest for energy access. More recently, it has also included projects on the just transition and increasing investments in renewable energy, particularly off-grid solar irrigation. We have engaged with government agencies (including the Ministry of Petroleum and Natural Gas, Ministry of Power, Ministry of New and Renewable Energy, Ministry of Finance and NITI Aayog) and research and consultancy organizations (the Center for Energy, Environment and Water; Climate Parliament; Insight Development Consulting Group; International Finance Corporation India; KPMG; Morsel; Integrated Research for Action and Development; and The Energy and Resources Institute). Consultant’s Responsibilities The Consultant is expected to support research projects in close coordination with IISD colleagues and partner organizations. The Consultant will conduct discrete parts of research and liaise with IISD partners in India, supporting publications, communications and events as outlined below. Research. The Consultant will undertake policy-relevant qualitative and quantitative research to assess the economic, social, health and environmental impacts of existing and proposed policies (subsidies, taxes, regulations and others) related to fossil fuels and renewable energy. This work is expected to result in reports, articles, policy briefs and blogs for publication by IISD in English. The Consultant is expected to be able to work with a large degree of independence to produce analysis and writing that is “publication-ready” with a limited degree of oversight and editing. Experience publishing papers in peer-reviewed journals is welcome, but authoring academic publications will not be part of the terms of reference for this position. Communications and events. The position will require the Consultant to organize IISD events and to liaise with IISD partners and media, in close coordination with IISD staff and other associates. The Consultant will be developing, to high publishable quality, a wide range of communication and presentation materials (op-eds, press releases, infographics, brochures, PowerPoint presentations, Prezi and others) to advance the Energy Program’s policy-oriented communications in India via various channels, including business and environmental media (print, online, television) and social media. Collaboration and project management. The Consultant will participate regularly in team meetings and strategy sessions to coordinate activities, contribute ideas and execute new initiatives. They will collaborate with IISD staff, affiliates, partners and consultants within and outside GSI on the design and implementation of projects. At times, they will take on the responsibility of project managing sub-tasks on projects. They are expected to take an entrepreneurial approach to their work. Other duties as assigned—for example, collaboration with other IISD programs. Required Skills and Qualifications Below is a list of the skills that will be advantageous for the position. A successful applicant is expected to possess most of these skills. Proven record of excellent writing skills (ideally publications) with respect to analysis of policy issues for different audiences, in English, for both technical and non-technical outlets. Knowledge and professional experience. It will be considered an advantage if candidates can demonstrate: (i) Experience working on fiscal, industrial, energy, climate or health policies and energy investment issues in India and in other developing and emerging economies, particularly with respect to energy subsidies, energy pricing for fossil fuels and renewables, and clean energy transition more broadly; (ii) A strong understanding of the Indian policy-making environment; (iii) Practical knowledge of approaches to structural economic reforms including political economy aspects, social protection/safety net reform for lower-income groups, complementary policies and structural adjustment for industries; (iv) Familiarity with sustainable development and climate policy theory and the current agenda. Research and technical skills. It will be considered an advantage if candidates can demonstrate experience in: (i) Quantitative research methods: subsidy estimation, household surveys, economic modelling, poverty and social impact assessments, impact analysis; (ii) Qualitative research methods: stakeholder mapping, political economy analysis, the design of questionnaires, interviews, focus group discussions, and methods for structuring and facilitating discussions among different ministries or non-government stakeholders. Communication skills: fluency in interacting with different audiences; understanding the needs and interests of different audiences and media resources; experience preparing presentations, infographics, social media and other communication materials. An existing network of contacts of value to IISD and excellent networking skills. It will be considered a further advantage if candidates possess fundraising and proposal writing skills. Excellent organizational and planning skills. The ability to work autonomously, managing workload and producing deliverables to time and to budget. Results-focused, ability to prioritize and to work quickly and accurately with the flexibility to take on tasks ranging from highly complex to basic in nature. Consultant’s Qualifications Applicants should possess the following qualifications: A minimum of a master’s degree in energy, economics, social science, politics, environment or a relevant interdisciplinary program or equivalent. A minimum of two years of relevant work experience, preferably working in international organizations or think tanks, government or the energy sector in India. Availability to travel nationally, and potentially internationally, as required. Excellent English skills, written and spoken (our working language is English). The ability to work in other languages is not required but will be considered an asset. Computer and Internet skills (including Excel, PowerPoint, Word, social media). Indian nationality, Indian residence or work permit is required. Terms of Consultancy This is a minimum 75% equivalent consultancy for six months with the potential for extension. Remuneration will depend on experience.
