The PPRT is recruiting an Operational Security Advisor (OpSy) to help protect Border Force staff, assets and reputation by providing impartial advice and guidance on security and risk management. The OpSy will manage case referrals from the PPRT, providing security advice and briefings in line with PPRT recommendations. The role will also involve taking a proactive approach to identifying areas of the business where there are potential risks and working to mitigate this. The OpSy will be responsible for educating staff to increase risk awareness and the overall Border Force security culture. You will be required to review security incidents and make recommendations to minimise impact and prevent any recurrence. The successful candidate will be required to liaise with the National OpSy network and support other government security initiatives where appropriate. This is an exciting and challenging opportunity to join a new and evolving team that is part of the Insider Threat Programme of work. If your application is successful you will identify, assess and report on threats and risks to Border Force, its officers, assets and information, focusing on organisational education to improve behaviours that can create risk. The successful candidate will be experienced in completing thorough and accurate risk assessments and producing clear reports outlining findings to present to senior managers. The role will involve interviewing and briefing colleagues on highly sensitive personal matters, therefore confidence in discussing a range of issues is essential. Excellent communication skills will be required for delivering briefings and presentations. The highest levels of integrity and personal accountability are required for this role. This is a two year secondment post based in Croydon; however as OpSy you will frequently travel to meet Border Force staff at different locations around the UK. Occasional overseas travel may also be required. Border Force uniform will be required to be worn on these and other specified occasions. If successful at the interview stage candidates will need their current line manager to complete an Approval Form. Furthermore, candidates will need approval from their force/service to be released for Secondment post, without this confirmation we cannot proceed with your application. SC level security clearance is essential for this role, along with a willingness to apply for and obtain DV clearance once in post. Responsibilities Provide relevant security and risk management advice and guidance across Border Force. Delivering security briefings to staff on high risk behaviours and vulnerabilities that may present a risk to the organisation Lead in facilitating individual and organisational learning focused on reducing risk Be proactive in identifying threats to the organisation and improving security culture Conduct thorough risk assessments, producing clear written reports detailing recommendations to support the organisation and/or individual business areas in managing identified security risks Work collaboratively across government with NCA, Home Office Security, HR and Cluster 2 -Vetting to support the holistic management of ‘people risk’ Be proactive in ensuring collaborative working across the government security network Identify, assess and report on threats and risks to Border Force its personnel, assets and information, ensuring consistency of approach across the organisation Ensure the quality, secure handling and dissemination of intelligence and information, maintaining confidentiality, sensitivity and duty of care in line with Border Force policy. Ensuring data sharing complies with GDPR Create, maintain and accurately update case management systems Contribute to the review, update and development of policy/procedures and data systems within the team The successful candidate may be required to carry out other duties within the scope of the grade and within the limits of their skill, competence and training. Essential Experience/requirements: Knowledge of protective security principles and measures within the Government Security Policy Framework (SPF) Good knowledge of legislative framework for law enforcement in England and Wales Knowledge of criminal investigation and case management processes Risk assessment and risk management experience Experience in conducting interviews and delivering briefings Excellent interpersonal and presentation skills Excellent drafting/report writing skills Awareness of audit management and processes Knowledge of Intelligence gathering and utilisation processes Experience in maintaining trusting and collaborative relationships on sensitive issues Good awareness of equality and diversity issues Willingness to travel frequently to different Border Force locations around the UK and possibly overseas.
