Havebury Housing Partnership manages over 6,400 homes for Affordable Rent and Shared Ownership. It is a very exciting time to join the business as we invest £60 million in new homes in the years 2018-2022. Managing our increased number of homes without a proportionate increase in overheads. Our homes are located in towns and villages right across the East of England and we are consistently adding more homes to our portfolio. We work closely with local authorities, agencies and housing developers to collectively meet the local social housing requirements whilst proactively providing tenancy and estate services to our tenants. We are recruiting for a Health, Safety and Facilities Manager to be the Corporate Lead and Responsible Person for Health & Safety across the business, including any subsidiary companies. Developing and Implementing the Health & Safety Policy and Strategy, and related policies and procedures for Health & Safety. Requirements To provide a comprehensive health and safety advisory and support service across the business with regards to all strategic and operational issues, ensuring compliance with Havebury’s legal obligations and statutory requirements for health, safety and welfare. To advise and support Operations Managers to effectively discharge their responsibilities for property compliance in respect of gas servicing, electrical services, fire safety, asbestos, legionella and lifts and provide assurance of ongoing statutory and regulatory compliance, through effective monitoring, data management and reporting to Boards and Senior Management Team. To oversee the delivery of an effective and efficient Corporate Facilities Management Service, including, managing office service contracts, commissioning repairs and other work and ensuring the office and other buildings are a safe and secure place to work. Legal Compliance To maintain up to date knowledge of current and proposed health and safety legislation. To interpret and evaluate such legislation and advise Boards, Senior Management Team and Managers on the implications of the legislation. To advise Havebury Housing and its subsidiary companies on all Health and Safety matters in order to comply with statutory and regulatory requirements and in particular the Health and Safety at Work Act 1974 and the regulations passed under it. To provide advice and guidance across Havebury and associated companies on Health and Safety matters in respect to the strategic and operational requirements. To support and advise Operational Managers to discharge their responsibilities for property compliance in respect of gas servicing, electrical services, asbestos, legionella and lifts. Ensuring effective monitoring of data management and statutory and regulatory compliance. To work alongside the Performance team to ensure data integrity. To develop and report to Boards, Senior Management Team and Managers, Health & Safety performance indicators, maintain statistical information held on IT databases in relation to health, safety and welfare, including records of accident and incidents, information held on dangerous occurrences and near misses, risk assessments, inspections etc. To compile and manage the budgets for Health & Safety and Office Facilities, ensuring that they are sufficient to enable Havebury to comply with its statutory and regulatory obligations. Advising on health and safety issues in relation to tenders or contracts and assisting them to evaluate any health and safety information submitted by contractors where required. To work collaboratively on health and safety matters with external enforcement and other agencies such as the Health and Safety Executive, Fire and Police Authorities, Environmental Health and the Environment Agency. Health & Safety Management System To work alongside Management Team to help shape a culture of “safety”. To identify initiatives to support managers and employees to embed this. To implement, monitor and review Havebury’s Health & Safety Policy, ensure it is proactively communicated and where necessary enforced across the business. Coordinate the efficient operation of the Health & Safety Committee, recruiting employee representatives and giving competent advice as required, preparing and presenting reports and statistical data. To ensure that regular health and safety inspections (including quarterly workplace inspections) and audits are undertaken, provide managers with comprehensive reports and make recommendations to improve Health and Safety standards. To investigate work–related accidents, incidents and complaints and the preparation of action plans and, in liaison with the HR team with regards Occupational Health cases, ensure a satisfactory resolution and preventive strategy (including liaison with insurers with regards to employer liability claims). In conjunction with HR, manage Havebury’s own vehicle fleet and the “grey” fleet (employees own vehicles used for company business for which payment is received) to ensure compliance with statutory requirements. Risk Assessment To formulate risk assessment strategies, conduct risk assessments and assist andadvise others on control measures for complex risk assessments and/or validating risk assessments when requested, maintaining the appropriate Risk Registers (safe systems of work; tool box talks, risk assessments and COSHH assessments). Facilities Provide a Facilities Management Service for the Head Office and other buildings as appropriate. Ensuring that there is a safe, secure and comfortable working environment for Havebury’s employees and any visitors. To coordinate building and grounds/site maintenance, cleaning, caretaking, climate control, security, fire protection, catering and vending, space management and similar items, ensuring appropriate contract arrangements are in place and monitored as required. Benefits Annual salary of £48,450 plus a car allowance of £1545 per annum and a pension between 5% - 10% dependant on individual contribution, as well as further excellent benefits.
