ABOUT THE HARRIS COUNTY JUDGE The County Judge is the county executive, and the head of Harris County Commissioners Court, the County's governing body. The County Judge and four County Commissioners oversee a $4.3 billion budget that helps pay for key services in Harris County - from the justice system, to flood control, infrastructure, and many other areas. Additionally, the County Judge serves as the Director of the Harris County Office of Homeland Security and Emergency Management (HCOHSEM). Harris County is the third-largest and most diverse county in the nation, with a population of greater than 4.5 million people, and about half of the population lives in unincorporated parts of Harris County. JOB PURPOSE The Policy Analyst is an entry-level position that helps implement the County Judge's policy agenda, liaise with experts in the issue areas of importance to the office from across the country, and use evidence and research to inform the direction of the Judge's policy actions and advocacy. ESSENTIAL DUTIES AND RESPONSIBILITIES Works with fellow policy team members to maintain the Judge's policy and research agenda Conducts research around a variety of policy topics while producing written materials, including policy memos, issue reports, and presentations Manages and works on a variety of policy topic areas, as needed Uses qualitative and quantitative sources and methodologies to develop and test theories Analyzes the implications of events and policy decisions that are relevant to the Judge's policy and research agenda Works with other policy and other County Judge's Office team members to facilitate collaboration and engagement with the community to inform the team's policy efforts Builds and maintains relationships with county constituents and partners Attends community meetings that are relevant to the County Judge's work as needed Performs other duties as assigned Harris County is an Equal Opportunity Employer https://hrrm.harriscountytx.gov/Pages/EqualEmploymentOpportunityPlan.aspx If you need special services or accommodations, please call (713) 274-5445 or email [email removed] Requirements Bachelor's Degree ADDITIONAL REQUIREMENTS: Proven ability to meet multiple deadlines and balance numerous projects in a fast-paced and changing environment Ability to work cross-departmentally, work within multidisciplinary teams, work on projects to completion and measure results Demonstrated ability to establish and maintain effective working relationships with a wide range of external stakeholders and constituencies as well as internal government institutions and departments Excellent oral and written communications skills Must demonstrate a strong sense of urgency and initiative; highly organized and with the ability to achieve systematic delivery under tight deadlines Ability to prioritize effectively; superb time management skills Excellent teamwork skills and ability to work autonomously with accountability Must possess a good sense of humor and comfort with change; must possess agility to adapt to and lead through change NOTE: To qualify for this position, required education, experience, knowledge and skills must be clearly documented on your application's employment history.
