To provide support, advice and information relating to all aspects of Safety, Health and Environmental management, ensuring compliance to internal systems and applicable legislative requirements. To ensure continuance of standards and operational issues on a day-to-day basis, by providing assistance to the site management team in the development, maintenance, deployment and compliance to the SHE Management system and all associated external certification processes. To identify potential risks and appraise the control performance of the site via the Monitoring/Audit programme ensuring SHE systems remain adequate and effective. The ability to suspend activities considered unsafe or contravening licensing/permitting conditions, without the need for prior Management approval. The ability to juggle conflicting priorities and requirements Excellent Time management skills Managing, prioritising, planning and organisation of workload. Organised and efficient administrative skills Reporting directly to the SHE Manager, with local responsibility for operational activities. This includes all manufacturing, warehousing and transport functions within the site boundaries plus any off-site activities which may arise. Also, all associated contractors, site visitors and any other 3rd Party affecting, or affected by, the operation or service provided. To provide Specialist knowledge, advice and monitoring. Also; Statutory responsibility as the “Competent Person” as required under the Management of H&S at Work Regulations 1999. Point of contact for Regulatory bodies relating to H&S and Environmental issues, liaising effectively to prevent enforcement action being taken against the company. Ensuring all Health surveillance and monitoring is conducted as determined by Risk Assessment, for all affected personnel. Ensuring appropriate and effective engagement of the Occupational Health function. Identifying all applicable legislation and ensuring plant, equipment, processes and systems enable compliance. Ensuring appropriate interpretation of legislative and Industry best practice as required by the various functions/operations within the site. Identifying appropriate training requirements at all levels for site personnel. Deliver training and/or coaching to ensure that the site management teams maintain the necessary skills to enable them to meet their responsibilities as defined within the internal systems and processes. Developing strategies and policies with the site management team to drive continual improvement in all appropriate areas to reduce workplace risk to its optimal level. Support site teams in the Risk Assessment processes and the subsequent development of Safe systems of work. Assist Managers and support them through any investigation in the event of a major/serious accident. Ensure the site specific Emergency Response plans are in place, trained out, reviewed and tested, and will be effective should any event arise. Monitor activity across site to ensure consistent application of standards and the identification of any “best practice” emerging. Conduct Internal Audits as defined within the SHE Management System. Ensure all Statutory Inspection requirements are met. Ensure consistency of application of the SHE Management system within all Support Functions (ie non-operational) on site. Provide support to the Engineering Department during project management to ensure compliance to CDM regulations and Industry Best Practice. Provide advice, support and guidance to Engineering Department regarding Industry standards for Machinery Safety; incl Guarding, ergonomic design, electrical/mechanical safety and “Fail to Safe” standards. Must keep up to date with applicable Legislation, Codes of Practice, Guidance Notes and Industry Standards, Case Law and current trends and techniques. To role holder will provide advice and information relating to all aspects of Safety, Health and Environmental management to enable the site management teams to comply with all relevant aspects of legislative requirements and Industry best practice. There is an implicit requirement for the role holder to integrate fully with the operational, and support, teams to facilitate a working partnership. Relationships are required within all levels of operational management and staff (Manufacturing, Warehousing, Transport and Engineering)Initiate improvements, provide advice/support. Whilst site based, the role holder is expected to share across all sites, any specific areas of specialisms and expertise where their intervention will be to an advantage. The role holder must be capable of preparing realistic schedules for their own activities to enable the site and group plans to be implemented, plus be able to anticipate additional needs and resources to react positively in the event of changes of workload, targets, plans or business focus/needs. All decisions (both in an advisory capacity and as a direct responsibility) which are made involves being accountable for the results and outcomes. KNOWLEDGE AND EXPERIENCE: Essential; NEBOSH Diploma or equivalent (Grad IOSH min) Diploma in Environmental Management (Assoc Member IEMA) Good working knowledge of OHSAS BS 18001 and ISO 14001 Desirable; Chartered Membership of IOSH 18001/14001 Auditor Experience in similar working environment and/or position. Previous Operational management experience preferable.Must hold a full driving licence. Must be able to; Manage, prioritise, plan and organise workload Be computer literate Deliver H&S and Environmental training Communicate effectively at all levels Build good working relationships Exercise impartiality and confidentiality, especially when undertaking various investigations Work on own initiate Work as part of a team Demonstrate patience and diligence Maintain accurate records This is a cross functional role and strong relationship skills with key stakeholders both in the operation and external is essential to perform the role effectively. Equally important is the ability to work unsupervised but with the skill to know when to escalate issues when appropriate.To always act with integrity and professionalism and deliver a first class service.
