H2 Performance Consulting (H2) is seeking a Data Analyst to support the United States’ Navy Maritime Maintenance Enterprise Solution – Technical Refresh (NMMES-TR) Program Management Office, designated as PMS 444. In this role, the Data Analyst will serve as the subject matter expert responsible for shore maritime maintenance data analytics associated to value chain, business process flow, deployment and site implementation, training, and organizational change management expertise. The analyst should have competency in the use of current shore maritime maintenance information systems that support the business process areas. The Data Analyst responsibilities will include: Provide expert advice, guidance, and recommendations to the PMS 444 Product Support Manager and leadership on all matters related to shore maritime maintenance data analytics of Navy shipyards, Regional Maintenance Centers, and other fleet maintenance activities Provide recommendations on functional and technical requirements; data analytics value chain, business intelligence process flow; deployment and site implementation; training; and organizational change management activities to ensure full and proper implementation across the life cycle of the program. Interpret and apply information contained within shore maritime maintenance data analytics value streams, business processes, data models, and IT architecture to inform program office leadership, software developers and life cycle planners Apply business process re-engineering and change management lessons learned which affect data analytics and business intelligence activities. Manage, analyze, and interpret data; use appropriate methods to report results, with emphasis on transforming and recoding data into useable information to support metrics reporting. Support the development, coordination, and approval of materials in the following areas which directly supports key acquisition program reviews and milestones decision reviews: data analytics and business intelligence value chain, business process flow; deployment and site implementation; training; life cycle sustainment; organizational change management; and data migration as required. Provide technical analysis and support to the PMS 444 leadership for the various Integrated Product Teams (e.g. OIPT, IIPT, and WIPT’s).? Liaison with Naval Shipyard and Regional Maintenance Center personnel to communicate program objectives, explain data analytics and business intelligence process changes resulting from COTS software implementation, and incorporate user input into software configuration. Required Experience: 7+ years’ work experience in data analysis, applied statistics or metrics. BS Degree in Computer Science, Software, Electrical, Mechanical Engineering or related field, or equivalent experience. Experience in the data science and analytics field, with experience with tools and programs such as Infomatica, C, Oracle and SQL. Proficient with database systems, data modeling, database/data warehouse structures, and SQL. Skill in effective oral and written communications. Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Skilled and experienced in working within cross-functional team; strong interpersonal skills to collaborate with CIV, MIL, and CTR personnel. Ability to work independently and to organize work and prioritize assignments in a high pressure environment. Ability to manage and prioritize with minimal oversight. Desired Experience: 5+ years’ data analytics experience within a Naval Shipyard and/or Regional Maintenance Center. 5+ years recently in either a Naval Shipyard or Regional Maintenance Center serving management position with comprehensive understanding of business processes, systems, and architectures. Strong data analysis skills with an ability to clearly quantify and pinpoint issues using different parameters. Leverage expertise in computer science, software development, and the latest technologies to oversee the design and implement analysis infrastructure and tools, analytic workflow processes, and complex data visualizations for the Navy Shipyards, and Regional Maintenance Centers. Knowledge and ability to develop data analytical functional and technical requirements documentation. Knowledge of maintenance, repair, and overhaul business processes, systems, and architectures. Ability to identify sources of data and their potential to help characterize maintenance, repair and overhaul operations (e.g. improving asset turnaround time, maximizing throughput capacity), execution status of availabilities for ships, submarines, and aircraft carriers.
