The mission of the Gwinnett County Department of Transportation is to enhance quality of life by facilitating the mobility of people and goods safely and efficiently. This mission is accomplished by planning, constructing, operating, and maintaining the aviation, transit and surface transportation systems. The Department of Transportation consists of three groups: Intermodal Operations, Capital Program Delivery and Traffic Engineering, Operations and Maintenance. The Department maintains an infrastructure system that includes more than 2,600 miles of road, over 730 signalized intersections, thousands of miles of pavement markings, the Gwinnett County Transit System and one of the three busiest airports in Georgia. The Department performs this mission with 164 approved full-time positions and a 2019 adopted operating budget of $51.3 million in multiple funds. The Traffic Engineering Division has a vacant Engineer position. This position will be a collaborative member of the Traffic team, working with the Traffic Signals Section and the ATMS/TCC Section to maintain and operate over 730 traffic signals. Communications are available to 75% of the system, and the Engineer in this position will help bring that to 100% of the system by the end of 2021. Additionally, in 2019, Gwinnett County adopted the Connected Vehicle Technology Master Plan (CVTMP) in preparation of the ongoing and upcoming technological change that will fundamentally impact how traffic is managed and safety is enhanced. In 2020, Gwinnett County will be implementing their Smart Corridor project as the first phase of this CVTMP, which includes hundreds of signals on the west side of the county. The Engineer in this position will be an integral member of the collaborative traffic team that will roll out emergency vehicle preemption and transit signal priority, along with other Connected Vehicle (CV) initiatives such as work zone notification, pedestrian presence notification, and railroad preemption notification. The Engineer will help ensure Signal Phasing and Timing (SPaT) and MAP messages are being transmitted and received, along with ingesting and processing CV data. The Engineer will also be a key team member of the signal timing team that ensures the CV initiatives are working with the system, along with helping to measure the effectiveness of the system roll-out. The potential grade and title of this position is dependent upon experience, education and licensing. The salaries shown below reflect entry level to midpoint for each grade. Essential Duties Duties for this position would include but not be limited to: Coordinates and performs traffic signal timing activities. Coordinates the implementation of communication and switch upgrades to traffic signals. Implements roll out Emergency Vehicle Preemption and Transit Signal Priority timing plans. Implements roll out and verification of SPaT and MAP messages. Ingests and processes Connected Vehicle data. Assists in the review project plans for compliance with applicable regulations and adherence to project guidelines. Assists in the design and review of various engineering projects. Assists in performing field reviews to ensure work is done according to the work plan. Provides technical assistance to other County staff, outside contractors, and the general public regarding project issues. Prepares and reviews various reports. Researches, investigates, and evaluates requests brought by public regarding project related issues. Monitoring work activities to ensure compliance with established policies and procedures; Oversees administration of assigned program budget and expenditures; Meets with stakeholders, citizens, and property owners as needed. Performs other duties of a similar nature or level. Knowledge (position requirements at entry): Applicable laws, rules, and regulations; Federal and State funding compliance standards Basic engineering standards and construction practices for roadway construction; Program and project management principles; Budgetary principles. Minimum Qualifications Engineer I Salary: $51,358 - $68,049 | The salary grade is C42(1). Bachelor's Degree in Engineering; Valid Driver's License from state of residency. Engineer II Salary: $55,853 - $74,005 | The salary grade is C43(1). Bachelor's Degree in Engineering; One year of related experience; Valid Driver's License from state of residency. Engineer III Salary: $66,054 - $87,522 | The salary grade is C45(1). Bachelor's Degree in Engineering; Two years of progressively responsible engineering experience; Valid Driver's License from state of residency.
