Gila River Health Care Position Title: Human Resources Manager Facility Location: Gila River Health Care Department: Human Resources Reports To: Director of Human Resources Position Summary: Develops, administers, executes and audits one or more of human resources operations such as talent acquisition, employee relations, employment or office operations. Provides a range of consultative services to leaders and managers on key strategies for recruiting, sourcing, hiring, employee retention, investigations, onboarding, employee recognition and policy interpretation. Supports the HR Director with policy development and review. Fosters a positive and healthy workforce and supports established departmental and hospital objectives and goals. Critical Tasks Interacts positively and exudes professional behaviors and communications with employees, clients, vendors and the GRIC community to foster and support an effective workplace. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating on professional societies. Evaluates and reports decisions and results of HR department initiatives in relation to established goals. Recommends new approaches, policies, and procedures to support continual improvements in efficiency of department and services performed. Serves as a link between management and employees by handling questions, interpreting, communicating Policies, and helping resolve work‐related problems. Develops and supervises assigned HR team members to meet Departmental goals and objectives. Develops and maintains effective working relationships with GRHC departments as well as remote locations by facilitating appropriate involvement in departmental planning and operations to ensure maintenance of desired performance and quality standards. Partners with PR/Marketing as necessary to ensure recognizable “employer of choice” reputation and brand for GRHC. Performs all critical tasks in compliance with GRHC’s Code of Ethics. Collaborates with the Director of Compliance on GRHC’s Standards of Conduct and Code of Ethics. Participates in and supports policy, process and procedures related to GRHC’s Safety and Emergency Management Programs Establishes and maintains department records and reports. All other special projects and tasks as assigned. RECRUITMENT EMPHASIS Delivers exceptional customer service with a primary focus on operational excellence, proactive, competitive and cost‐effective recruitment solutions. Coordinates advertising programs and social media campaigns in order to insure high visibility with potential candidates. Owns the executive recruiting function. Establishes a recruitment plan to include sourcing, hiring, metrics, and turnover responsibilities. Advises leadership on Recruitment best practices and conducts regular follow up to ensure effectiveness of HR Service Center. Ensures high quality visibility in the community and at recruitment events. Manages effective relationships and strategies with employment agencies and staffing firms. Researches and recommends new sources for active and passive candidate recruiting. Possess sound time management and interviewing skills. Must be able to build and maintain strong networking relationships. Gila River Health Care Operational Job Description EMPLOYEE RELATIONS EMPHASIS Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors. Ensures legal compliance by monitoring and implementing applicable HR federal and state requirements; conducting investigations; maintaining records, oversight of grievance process and representing the organization at hearings. Performs difficult staffing duties; mediating conflict between employees, managing disputes and terminations, administering disciplinary procedures and ensuring proper documentation of these events. Advises leadership on Employee Relations best practices and conducts regular follow up to ensure effectiveness of the HR Service Center. Interprets employment law and ensures consistent application of GRHC employee relations policies and employment laws in the resolution of conflict. Plans, organizes and directs all HR department activities. Represents the HR Department on the Employee Events Committee. Responsible for the employee communication process; both internally and externally. Additional Position Performance Metrics: Supports Safety and Emergency Management Preparedness and assist HR in passing inspections or post‐accident assessments Meets with all Department Heads to prioritize employment and employee relations needs Develops and gains concurrence of leadership and ELT a methodology for GRHC recruiting, employee investigations and onboarding Creates Metrics for recruiting, turnover, and sourcing Required Qualifications: Bachelor’s degree in Human Resources or related field plus 5‐7 years of relevant Human Resources experience or equivalent related work experience Demonstrated experience in the principles and practices of personnel administration. Solid communication skills Demonstrated work experience within a Native American Community and/or other diverse work environments preferred.
