Description Under the general supervision of Corporation Counsel and/or the Assistant Corporation Counsel in the absence of the Corporation Counsel, and the Office Manager, assembles information for cases for attorneys for mental commitments, child abuse and neglect appeals, small claims, and guardianships. Prepares cases for attorneys for court proceedings, drafts legal documents, and assists attorneys with other duties necessary for prosecution of cases. Provides a variety of routine clerical and legal secretarial work in preparing and keeping official records. Investigates bankruptcy proceedings pending regarding debtors who owe the County. Day?to?day activities are performed on an independent basis. Specific direction concerning cases is provided by the Corporation Counsel attorneys and the Office Coordinator. Examples of Duties Gathers information, requests records, and receives documents necessary for attorneys to draft civil complaints, enforcement orders and motions, and for defense of child abuse and neglect substantiation appeals from DSS and law enforcement agencies. Prepares cases for attorneys for court proceedings, updates address information with responsibilities to locate absent parties/debtors using multiple computer systems, and assists in setting cases up for initial appearances. Prepares pleadings for mental commitment proceedings, sets up cases, monitors e-filing notifications and scheduled court hearings, and sets cases for review. Provides dispositions of cases proper departments (ADRC, DCP, Code Enforcement), opens and closes case files as needed, and scan old files or import court paperwork into Countylaw. Answers questions for people involved in court proceedings, sets up appointments, directs to appropriate departments, and advises of case status. Provides routine clerical work that includes answering phones, receiving the public and legal partners, data processing, and distributing incoming requests for legal assistance from County Departments and elected officials. In conjunction with the Fond du Lac County Treasurer, prepare and gather necessary documentation for use by Corporation Counsel office in the In Rem tax foreclosures, tax liens, and the filing of claims in bankruptcy proceedings. Updates law library. E-file documents with the courts, regularly learn updates to e-filing to support a paperless office. Monitor and process e-filing notifications for attorneys. Assist in processing payments on debts owed the County, and back-up to the Collections Case Manager and Office Coordinator as needed. Typical Qualifications High School diploma 2-3 years of experience or equivalent education in the legal field is preferred. In evaluating candidates for this position, the County may consider a combination of education, training and experience which provides the necessary knowledge, skills and abilities to perform the duties of the position. Knowledge of basic legal documents, the workings of the court system, and computers. Ability to work independently, prepare accurate documents and to communicate and deal effectively with clients and the general public. Able to work efficiently, under critical time constraints. Ability to communicate effectively, and maintain confidentiality as statutorily mandated. Supplemental Information Interaction: There is significant interaction with the court system, defendants, witnesses, debtors, law enforcement agencies, attorneys, the general public and others outside of the department. Decision Making: Decisions concerning drafting letters and legal documents, gathering information, and making appointments for attorneys are made independently. Supervision Exercised: There is no supervisory responsibility.
