The purpose of the role is to generate compelling, edgy and attractive content that illustrates how RESEMBID addresses hot-button development issues in the Caribbean and thus makes a difference in people’s lives. Duties and responsibilities Context and communities of interest The Communications Assistant (CA) is a key player in the implementation of RESEMBID’s communications and visibility strategy. S/he supports a communications programme of work that communicates nationally, regionally and, as appropriate, internationally. The incumbent also facilitates recognition and visibility of the contribution of the European Union in development cooperation. Through the creation of original visual content (videography and photography), social media, and information management, the CA helps raise the awareness of stakeholders and key decision makers on the most salient issues of the development agenda of OCTs broadly, the three focus areas of the Programme and its contribution. Accountabilities Develops original content that is compelling and visually striking, (videos and photographs) that highlight powerfully the key messages of the RESEMBID programme towards strategically targeted audience segments. Works closely with the Manager, Communications & Visibility in developing a creative direction, research, script development, shot listing, and instrumentation for video productions. Leads the editing of all still and motion photography using Adobe Premiere Pro, Adobe After Effects, Adobe Lightroom, and Adobe Photoshop. Works closely with Manager, Communications & Visibility in managing and monitoring the programme website and social media pages, and logging analytics recorded on the respective dashboards/ administrator pages. Maintains a monthly inventory of all communications & visibility hardware and software. Prepares monthly reports on website and social media analytics, inventory (hardware and software), and the status of all assigned creative activities (photography, videography, editing, etc.). Supports the Manager, Communications & Visibility in organizing special events that act as compelling catalysers for leading issues in the development agenda of the Caribbean – highlighting their humanly universal and geographically global relevance. Works closely with the Manager, Communications & Visibility in fostering a team culture of and capacity for communication, geared specifically towards developing a ready, extraverted “communication reflex” within the RESEMBID programme. The Caribbean OCTs Resilience, Sustainable Energy and Marine Biodiversity Programme (RESEMBID) is financed under the 11th European Development Fund (EDF) Caribbean OCT Regional Programme. The primary stakeholders are the 12 Caribbean OCTs: Anguilla, British Virgin Islands, Cayman Islands, Montserrat, Turks and Caicos Islands, Aruba, Bonaire, Curaçao, Saba, Sint Eustatius, Sint Maarten, and Saint-Barthélemy. The Prime Minister of Sint Maarten has been designated Regional Authorising Officer (RAO) for the 11th EDF Caribbean Regional Programme, and as such represents the 12 Caribbean OCTs vis-à-vis the EU. The RAO liaises with national authorities and other stakeholders of the Caribbean OCTs and plays a key role in information-sharing and knowledge management. Various stakeholders can be identified in the individual OCTs: governmental representatives, NGOs, focal points for the regional programme and departmental staff dealing with resilience, climate change adaptation, disaster preparedness, energy and biodiversity, research and/or educational institutes, gender groups, private sector. The Programme will be implemented throughout the twelve Caribbean OCTs, though specific locations of the activities will be determined as formulation and implementation begin. The project team will be based at Sint Maarten and will be supported by Expertise France Headquarters in Paris, France. The overall objective of the Programme is to support the sustainable human development efforts of the Caribbean OCTs. Operational objectives will be formulated further to a consultation process with the Caribbean OCTs, and will be based on the three component pillars of the Programme as signified below. Sustainable Energy: To increase energy efficiency of infrastructures with high impact on energy consumption; Marine biodiversity: To improve protection and sustainable management of marine biodiversity in OCTs; Resilience: To increase the resilience of Caribbean OCTs to adapt to extreme and recurrent natural events (cross-cutting component). Expertise France aims to contribute to the sustainable human development of Caribbean OCTs. Building resilience to the effects of climate change, striving towards a low-carbon economy and protecting marine biodiversity will contribute to sustainable socio-economic development in the Region, including gender equality. Programme formulation, design and implementation will stress a participatory approach. From the outset, a deliberate effort will be made to include all appropriate stakeholders (immediate beneficiaries, civil society, government, the private sector, other development partners, donors.). Full active involvement of beneficiaries is also considered a key prerequisite to ensure change that is owned, internalised and sustainable, and will be a key indicator of the success of the Programme. The aforementioned principles will be important considerations in the assessment of candidates’ suitability. The incumbent functions very closely with the entire team – under the supervision of the Manager, Communications & Visibility – within a horizontal, collaborative, non-hierarchical environment focused on the OCTs and development impact. A thoughtful, intuitive, action-oriented, and tech-savvy content creator, with a passion for communicating compelling messages via still and motion photography, and digital media. Qualifications and skills A Bachelors degree or Professional Certificate in Still & Motion Photography, Motion/ Documentary Film Production, Digital Storytelling, Digital Marketing, or any other field relevant to the programme and assignment (An Associate degree or the academic equivalent, and significant relevant practical experience – demonstrated within a detailed portfolio of high-quality creative works – may be accepted in lieu thereof; Bachelor’s degree or Professional Certificate.) Excellent ability to target different audiences, and to identify and apply fit-for-purpose creative elements for accurate and effective messaging. Excellent knowledge of the Caribbean region a must – including current social media and digital storytelling trends. Strong communication and interpersonal skills. Keen understanding, intuition, and adaptability in instrumentation for still and motion photography, cinematography, aerial/ drone cinematography, underwater photography, and colour science/ colour grading. Strong intuition and proven experience in directing short films, photo-shoots, and capturing memorable and candid moments. Experience in formatting full length videos, video clips, and photographs for all major social media platforms – including Instagram, Instagram Stories, Facebook, Facebook Stories, Twitter, LinkedIn, and YouTube. Experience in the use of WordPress – including dashboard management, and monitoring web-analytics. Excellent ability to communicate (speak and write) in English. Working knowledge of French is highly desirable. Professional experience Professional experience Minimum of 3 years of professional experience in Film Production, Digital Storytelling, Photography, and Editing (video and still photography – including colour grading). Experience developing and formatting short films and video clips for social media – including Instagram, Instagram Stories, Facebook, Facebook Stories, LinkedIn, and YouTube.
