Evolver is seeking a FOIA Consultant/Specialist to work at our client's site in Suitland MD with some travel to Fairfax, VA Responsibilities: Principal Functions: Assist Census FOIA personnel process FOIA requests under the provisions of the Freedom of Information Act (5 USC 552), the Privacy Act (5 USC 522s), and other laws and regulations that impact records management, including the Ethics and Government Act of 1987 (2 USC 701), the Presidential Records Act (44 USC 2201), the Federal Records Management Act (44 USC 2901), the Presidents Executive Order 12958 on Classification and Declassification, and the Government Performance and Results Act (GPRA) Help assess the validity of FOIA requests Perform and track day-to-day FOIA matters Address management concerns in accordance with Census policies Assist in scheduling and coordinating meetings, interviews, events, and other similar activities Qualifications: Duties: Participates in the development and implementation of FOIA best practices and programs. Assists in providing the knowledge and skillset needed to help manage FOIA operations pertaining to Decennial related FOIA’s more accurately and efficiently Work with Census staff to manage FOIA requests Works closely with Census senior management to support strategic and tactical plans. Establishes, communicates, and guides the accomplishment of relevant objectives, measurable goals, and performance standards to ensure effective, efficient, and economical outcomes. Supports initiatives to assess productivity and throughput to optimize resources. Technical Requirements (required and desired): Qualifications and Attributes: Extensive experience operating and advising the operations of a FOIA organization Strong English oral and written communication skills and demonstrated knowledge of proper grammar and terminology commonly used in business office environments to prepare business analyses Experience managing internal documents including creation, maintenance, and recording of all documentation regarding FOIA requests. Strong analytical skills Strong customer service mindset Able to make independent judgments and recommendations with confidence Able to proficiently produce work accurately and efficiently Able to work and lead others in ambiguous situations Able to effectively analyze and structure problems and service requirements based on the services Census provides Able to participate in the management of work streams that support of large, complex projects Results orientation and self-directed Able to drive change in unstructured environment High proficiency with various software applications including Microsoft Suite Experience using FOIA tracking software. Committed to excellence and service in dealing with all internal and external customers. Training and Certifications (required and desired): J.D. from an accredited U.S. law school.
