About ECL

ECL was established by Essex County Council (ECC) in 2009. Since 2009, we have grown to offer a wide range of specialist services. We are now the largest care provider in Essex providing high quality care to older people, adults receiving reablement services, adults with learning disabilities and people with sight and hearing impairment. We also provide the Reablement service to West Sussex (since 2012) and Havering (since 2019). We have six CQC registered locations and over 1000 employees based across Essex, Havering and West Sussex.
