Position Title: Pharmaceutical Sector Technical Expert - STTA Reports to: DevTech Home Office Program Manager and MEL Specialist Level: Senior Location: Abuja, Nigeria Background: DevTech Systems, Inc. DevTech Systems, Inc. implements the Monitoring, Evaluation, and Learning (MEL) Activity. The Activity provides continuous, on-the-ground, on-demand and systematic support to USAID/Nigeria and implementing partners on performance monitoring, data verification, impact and performance evaluations, project and activity level monitoring, evaluation planning and management, organizational learning, capacity building, and knowledge management. DevTech is supporting USAID/Nigeria Health Population and Nutrition (HPN) technical office to engage a Pharmaceutical Sector Technical Expert: who will organize, facilitate, and provide support for a co-creation workshop for the PQM Plus Activity with the requisite experience. The Office of Health, Population and Nutrition (HPN) in USAID/Nigeria intends to organize a co-creation workshop to discuss ideas for a new Promoting Quality of Medicines (PQM) Activity. To achieve this, the HPN Office seeks to gather professionals, stakeholders and value chain professionals in the medicines manufacturing and regulatory industry to brainstorm on issues, challenges and innovations around medicine manufacture, distribution and regulation as it affects all industry stakeholders in Nigeria. The participants of the co-creation workshop will include key stakeholders in the medicine quality assurance space who will brainstorm on feasible and innovative solutions, and opportunities for addressing select priority challenges in the next five years. The participants will seek to understand how the newly awarded USAID mechanism, PQM+, can deploy innovative solutions to address the prioritized challenges/gaps that exist in the quality medicines space in Nigeria over the life of the project. Above all, the USAID and PQM+ will seek to understand how each of the stakeholders will be engaged by PQM+ and their individual roles in actualizing the aspiration in the next five years. Position Requirements: Period of Performance Tentative: Feb. 27th – April 13, 2020 Level of Effort: 29 Days 13 days - Pre-Event Preparation/Consultations; 5 days – Logistics Management; 2 days - Event Facilitation; 4 days - Workshop Follow Up Activities 5 days - Finalization of report. Experience: Pharmaceutical Sector Technical Expert: must have: At least 10 years’ experience in the pharmaceutical sector with knowledge of quality assurance systems for medicines in developing country contexts; Experience working with the Nigerian health system, specifically on programmatic or policy issues related to the quality and production of medicines. Knowledge of key obstacles to promoting quality-assured medicines and combating substandard and falsified products in Nigeria; Understanding of international standards for Good Manufacturing Practices and stringent regulatory authority (SRA) for essential drugs; Knowledgeable in medicines quality monitoring (MQM) post marketing surveillance program in collaboration with the medicine regulatory agency to establish a system to regularly examine the quality of medicines circulating in its markets Advanced English proficiency in both oral and written forms. Familiarity with USAID guidance on co-creation. Designing and delivering workshops in the past. Experience in supporting programs aiming to achieve development impact. Job Description: The Pharmaceutical Sector Technical Expert will: Work together with Workshop Facilitation Expert, MEL Management Staff and USAID/Nigeria HPN Office to conduct the co-creation workshop; Conduct background research and become familiar with the quality of medicines challenges in Nigeria and work with the HPN Office and expert facilitator to create an agenda for the two-day workshop; prepare and disseminate a pre-workshop survey to capture participants’ expectations and preferences; Design a structure of tasks and activities, propose needed supplies and resources, propose any meetings, share recommendations on the workshop space and set-up, and create facilitation materials for the workshop to ensure the active engagement of all participants and overall success of the workshop; Become familiar with the current context in which the co-created activities will be implemented. Identify and compile pre-read materials to be shared with participants to ensure informed and robust discussions during the workshop. These may include participant agendas, USAID and participant packets, workshop tools, exercise templates, facilitation handbooks, participant bios, and others; Develop a facilitation guide and identify facilitators for each session, including potential breakout sessions from USAID Nigeria, USP team, and other stakeholders as appropriate Make efforts to familiarize the participants with the co-creation process, as it may be a new approach for many of the participating stakeholders/organizations Prepare a workshop brief (3-5 pages) capturing the events and outcomes of the workshop to be circulated within a week of the workshop; Prepare a full workshop report to document the workshop process. The report should also be made available to the USAID Nigeria team in an easily edited format and different versions (Word, PowerPoint and Two Page Summary) of the report for different audiences both within and outside of the Agency.
