Deschutes County is accepting applications for a Property Data Specialist II. This position performs intermediate to advanced clerical and technical work activities in support of the Assessor's Office. Incumbent will coordinate and process a wide variety of intermediate to advanced property assessments, work within data systems, and perform customer service. Duties include entering residential, commercial, personal property and manufactured home ownership title changes into a computerized database; reviewing and verifying completeness and accuracy of ownership and appraisal data; calculating real market and assessed values for real and personal property; updating the tax roll for complex legal descriptions as changes occur; answering questions regarding assessment value and cartography issues according to established guidelines, regulations, instructions and statutes; assembling property files; providing clerical support to process appeals and re-appraisals; providing support in connection with determining property values; and conducting general research to verify ownership, location and boundaries of real property. COMPENSATION: $3,678.41 to $4,929.42 for a 172.67 hour work month. Salary normally starts at the first step. Excellent County benefit package when eligible. MINIMUM QUALIFICATIONS: Three years of experience performing advanced data entry involving the need to research and interpret data for accuracy. Preference will be given for: Prior experience dealing with real property transactions such as local government, title companies or real estate appraisal organizations. Must have knowledge of: County policies and procedures. Applicable state and federal rules, codes, and regulations. Basic property appraisal principles, practices, and procedures. Methods and techniques for compiling and evaluating data. Principles of record keeping, case files, and records management. Must have a demonstrated ability to: Perform word processing and general office procedures including accurate record keeping. Communicate effectively both verbally and in writing in a fast-paced and customer service environment. Provide general information to customers who may sometimes become agitated or hostile. Operate office equipment such as a personal computer, scanner, electronic calculator, copier, and telephone switchboard. Establish and maintain effective working relationships with others, including the public, at all times. NECESSARY SPECIAL REQUIREMENTS: Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended. Physical Requirements. Must have the ability to work in an office that is environmentally controlled; possess sufficient hand coordination to perform keyboarding and data entry; arm/hand movements to retrieve work materials and operate a variety of general office equipment; and an ability to sit, walk, stoop, bend, kneel, reach, stand, grasp, talk, hear, see, and lift up to 10 pounds on an occasional basis.
