The Legal Administrative Manager coordinates and manages the administrative, budget, technical and personnel operations of the County Attorney's Office to ensure efficient and effective utilization of resources and staff. This position supervises the Legal Business Office and Technology Manager and four Administrative Division support staff, and includes the coordination of support operations across the Office. Work is performed under the supervision of the Dakota County Attorney and in coordination with the Office Management Team. MINIMUM QUALIFICATIONS Bachelor's degree in Business Administration, Public Administration, Organizational Management, Communications, Paralegal or a related field AND Five years administrative and supervisory experience, project management experience, information technology systems development and implementation, or combination of the above to total 5 years. OR Master's degree in Public Administration, Business Administration, Organizational Management or related field AND Three years administrative and supervisory experience, project management, information technology systems development and implementation or combination to total 3 years. Preferred experience beyond minimum qualifications: Experience in organizational development theories and practices. Experience in state, county or city government. Experience in budgeting including forecasting revenues and expenses DUTIES & RESPONSIBILITIES These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. 1. Manage administrative operations of the Office including purchasing, invoice payments, billing, grant management, space, and related tasks. 2. Supervise and evaluate performance of the Legal Business Office and Technology Manager and four Administrative Division support staff. 3. Manage the ongoing operational Office budget and Program & Services Inventory (PSI); prepare the annual budget and P&SI documents to be presented to the County Board. 4. Ensure Office technology, computer systems, criminal justice database integration, data integrity and security/data privacy protocols are operational in accordance with County and Office needs and expectations. 5. Manage the administrative needs of the Office's Law Clerk Program, including budget, work study eligibility, student attorney certifications, payroll, and liaison with law schools. 6. Coordinate and lead implementation of county-wide and division/department-wide initiatives and projects. 7. Ensure Office administrative operations, performance management, and quality assurance programs align with Dakota County performance and administrative policy and practices. 8. Lead resolution of office-wide personnel issues. 9. Represent the Office on county-wide and external working groups. ESSENTIAL JOB FUNCTIONS: Duties 1-9 are essential functions. KNOWLEDGE, SKILLS & ABILITIES AND WORK ENVIRONMENT Considerable knowledge of computer systems and data integrity principles. Considerable knowledge of budget procedures and principles, compensation plans, and organizational management. Considerable knowledge of legal office procedures, terminology, practices and procedures; knowledge of laws and regulations including data privacy, the Dakota County Personnel Act, Dakota County's hiring rules and policies. Ability to create, write and communicate policies and procedures. Ability in analyzing information, problem-solving, independent decision-making and demonstrating sound judgment. Ability to communicate effectively both orally and in writing. Ability to train, coach and supervise subordinates. Ability to work effectively with the public, department and County associates in a professional manner. WORK ENVIRONMENT: Work is performed in a County office building. Lifting requirement of up to 20 pounds on an occasional basis. Work is primarily sedentary and requires sitting for extended periods of time. Dexterity of hands and fingers to operate keyboard, mouse, and to handle other computer components for extended periods of time. Equipment used may include, but is not limited to, computer, printer, calculator, telephone and copy and fax machines.
