Position Summary As a critical member of the DPSCD’s Technology Infrastructure Team, the Telecommunications Specialist is responsible for the implementation and support of the district’s unified communications systems. This includes the specialist’s ability to gain an understanding of the organization’s technology needs and to help design and develop a tailored communication network that delivers the highest possible value and services for all stakeholders. The Telecommunication Specialist leads the assessment, development and implementation of technical plans and strategies to ensure optimal health and security of the District unified communication systems at all times. This team member is also charged with identifying opportunities for improvement, expansion and innovation. Qualifications Education: BS degree in Computer Science, Telecommunications or relevant field (preferred) or equivalent work experience. Three (3) years of experience in telecommunications support and unified communications within a large, complex business environment Thorough understanding and hands-on experience in programming of moves, adds, changes and deletes Strong telecommunications knowledge and background in a variety of telecommunications technologies including VoIP solutions Hands on experience with telecommunications systems including peripheral equipment (e.g. computer networks, optical fiber, on site controllers, data modems, terminals, etc.) Experience in other parts of IT as an administrator or engineer a plus Strong understanding of risk management principles and processes Experience in policy development and standard creation Team player with customer service orientation Strong interpersonal skills including the ability to interact with all stakeholders Effective organizational skills with a strong attention to detail Ability to maintain strict confidentiality Excellent written and verbal communication skills Position Job Responsibilities: Under the direction of the Deputy Executive Director of Technology Infrastructure, the Telecommunications Specialist shall: Essential Functions Handles programming of unified communication systems moves, adds, changes and deletes. Programs system features to best meet the needs of the district staff. Establishes system interfaces and integrations following industry standards. Plans network installations by studying technical specifications and preparing installation schematics. Verifies service by testing and re-programming circuits, equipment, and alarms. Coordinates work and services with telecommunications providers. Identifies and resolves systems problems and confers with advanced level engineers when necessary. Works with the vendor and networking team to migrate existing, legacy PBX systems to the district hosted VoIP provider. Understands, prepares, coordinates, implements and maintains all enhanced 911 (e911) requirements district-wide. Develops and maintains detailed documentation including network diagrams, standardized configurations and program settings. Maintains network by troubleshooting and repairing outages. Conducts testing of network back-up procedures. Maintains customer rapport by listening to and resolving concerns and answering questions. Updates job knowledge by participating in educational opportunities and reading technical publications. Enhances department and organization reputation by accepting ownership for delivering high quality service and exploring opportunities to add value to job accomplishments.
