Position Overview Salary will be determined by applicant's qualifying education and experience. The above range of $80,000 - $85,000.00 is the hiring range. **This position will be open until filled. Potential candidates MUST apply by January 27, 2020 to be included in the first review for consideration to move forward in the process. This position will direct programs and staff in the delivery of services in Facilities Management, Landscaping and Grounds, and Logistics and Janitorial. This position will oversee the maintenance and up-keep of 45 buildings covering approximately 1.8 million square feet of space. This position will be responsible for multiple program disciplines and budgets and must work to develop budgets each year. Position will identify needs and set timelines for projects. Position is responsible for all personnel matters to include performance management, progressive discipline, and recommends both hiring and terminations to the General Manager. Position must identify large projects based on priority, type of services provided, and will identify gaps and problems that may impact effective service delivery. Position will work with the General Manager to integrate service delivery to include construction and/or renovation projects where units may be impacted. Position will develop, revise and/or implement the standard operating procedures for each program unit and provide training and oversight. Performs related duties as required. The Facilities and Grounds Manager serves as the leader and professional administrative manager for the Division. The Manager has responsibility for staffing decisions, budget development and execution and managing the operations. The position reports to the Engineering and Infrastructure Department Director for the County. Examples of Duties Plans and organizes work or service requests related all program disciplines Oversees the work and supervision of program discipline supervisors Evaluates processes and programs and recommends procedures Budgetary responsibilities may include preparing documents and performing research to justify language used in documents for the department Makes decisions on hiring, counseling and disciplinary actions, and realigns work as needed Reviews plans and specifications for new construction to determine compatibility with existing equipment or acceptability of design Develops RFP's for program services, evaluate proposals, interview and recommend contractors, review plans, and prepare staff reports to the General Manager Oversee vendors to ensure compliance with contractual requirements and inspect work results and will terminate contractors when out of compliance Performs other duties as assigned Minimum Qualifications Master's degree in business administration, public administration, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive administrative experience involving participation in the supervising, planning and management of a business or governmental program; or Bachelor's degree, in business administration, public administration, or other discipline related to the area of assignment from an appropriately accredited institution and five years of progressive administrative experience involving participation in the supervising, planning and management of a business or governmental program; or equivalent combination of training and experience. Ability to evaluate and allocate resources, plan procurement and oversee budget and contracts to ensure fiscal stability. Ability to develop plans to accomplish work operations and short/long-range goals and objectives. Ability to develop planning strategies to meet long-range goals and objectives. Ability to arrange and assign work to use resources efficiently. Ability to plan and implement changes in operations. Ability to research alternatives or analyze special details for non-standard items of work for programs/projects. Ability to determine program/project priorities, processes and procedures. Ability to explain concepts and facts such as standards, practices and regulations. Ability to provide program/project leadership in planning and organizing the work of others. Ability to work collaboratively to manage issues. Ability to consult with senor level decision-makers on an on-going basis. Ability to maintain cooperative and effective relationships with interdepartmental personnel, as well as any external entities with whom position interacts Physical Requirements: Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, fingering, grasping, talking, hearing, and repetitive motions Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 10 to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects Must possess the visual acuity to inspect details of construction and of construction plans, prepare reports, use a computer and do extensive reading Must have a valid driver's license with an acceptable driving record at the time of hire. Within 60 days of hire, must obtain and show proof of a valid NC Driver's License and must maintain an acceptable driving record while employed. Background check and negative drug test are required.
