BASIC FUNCTION: The Aviation & Government Contract Specialist (AGCS) will be responsible for activities in the organization's contracts administration function. The AGCS will oversee the preparation of NDAs, teaming agreements, proposals and negotiation and administration of contracts. Assists both the Business Development and Sales staff as required and provides guidance on contract issues. The AGCS will serve as the primary interface with the Legal staff as it applies to the documents associated with contracting actions, and consignment agreements. Additionally, the AGCS will participate in the development and implementation of a Strategic Business Development frame work that will ultimately result in CTG winning long term sustainable business. Will manage the Business Development Pipeline and create oversight of Federal Business Opportunity (FBO) ensuring the pipeline represents current opportunities. This position will be a participant in the capture and execution process ensuring that opportunities are converted into executable product lines and are coordinated across the breadth of the company. This individual has the responsibility and authority to carry out all assigned tasks. SPECIFIC DUTIES: Handle with, Legal Counsel Support, all NDA’s keeping record of all NDA’s that are either in place or are to be put into place. Prepare and administer all Teaming Agreements, with legal counsel support Monitor FBO, Seaport, and add all viable candidates to the BD pipeline, maintain the BD Pipeline, be prepared to brief the BD pipeline to the BD team monthly or more frequently as required, ensuring timely updates are received from and provided to the team. Serve as the central POC for all RFI/Sources Sought writing. Serve as the CTG Proposal writer for all contracts CTG pursues. Provide contract administration for all contracts, this currently entails our Tactical TOMAHWK Weapon control System IDIQ. Serve as the CTG single POC of all Consignment Agreements, work closely with COO, CFO and the Warehouse Director to ensure compliance with agreement. Interface with the Consignee to ensure all changes and corrections are made and agreed upon. Complete all customer surveys in accordance with COO direction. Ensures compliance with company code of conduct and all applicable laws, regulations, rules and policies. Complies with all requirements of the AS9120, ISO 9001, ASA-100, and IDEA QMS 9090 Quality Management System and criteria of CCAP-101, AS6081, and ANSI/ESD-S20.20. CONTRACTS Administer & review contracts (IDIQ mods, CAS, Gov. Contract Module) Oversee portal management (SAM, DIBBS, Login.gov, etc.) Participate in DMCA Audits Prepare CPARS responses Verify Debarment, Joint Certification Program and Flow Downs QUALITY Review Drawing Transfers and Quality notes CMRT, REACH, ITAR & NAFTA certification review SALES Competitor and tactical contract research Customer visits and presentations EDUCATION / EXPERIENCE / COMPENTENCY: Demonstrated application and interpretation of Federal Acquisition Regulations (FAR) and the development, negotiation and administration of high-dollar, multi-year, complex contracts and subcontracts Ability to work in a team environment and communicate effectively with all levels of the organization Experience with Cost Accounting Standards, Pricing and/or Project Control is a plus Formal training in contracts management or certification in the contracting/purchasing fields is preferred Proven ability and competence in procurement, including contract administration and supply management 5-10 years of equivalent experience within the Defense & Aviation field. Experience with GSA scheduling.
