Project Summary: Creative is seeking a Grants Manager for an anticipated U.S. Department of State-funded project in Syria, Iraq, and Yemen. The project will work with stakeholders to support access to accurate information in the region as well as across the project countries. The Grants Manager will work closely with the Headquarters and regional grants stakeholders on activities implementation. S/he will also support the project’s Monitoring and Evaluation (M&E) activities. S/he will be responsible for amending systems in place to guide grant activities through the Activity Cycle, from concept to closure, and working with multiple stakeholders in the region and HQ team to successfully implement and monitor the approved grant activities. Position Summary: The Grants Manager will be based in Istanbul, Turkey and will serve as the principal point of contact for all small grant agreements issued to local partners in Syria, Iraq, and Yemen. S/he will be responsible to ensure effective and efficient management of grants administration and to ensure flexible, innovative, and rapid-response mechanisms are designed to program objectives in Syria, Iraq, and Yemen. S/he will also ensure that grant management and administration function is always in compliance with Creative and client’s policies and procedures; and will work towards capacity building of the recipients as well as the other staff members in the area of grants management. Reporting and Supervision: The Grants Manager will report directly to the HQ-based Project Director or their designee. Primary Responsibilities: The Grants Manager will have principal responsibility for: Providing advisory assistance to local partners on their grant applications and lead the review of grant submissions; Analyzing and evaluating grant submissions for technical and budget soundness and compliance with donor regulations; Preparing grants pre-award assessment questionnaire and grants negotiation memo as well as grants approval requests to be sent to client for approval; Coordinating the issuance of grants awards and maintain proper documentation through the development and upkeep of a small grants database; Supporting the design and development of the program M&E plan; Assisting in developing activity-level M&E plans, tracking and documenting progress toward indicator targets, and updating targets on a regular basis within program documentation; Maintaining electronic version of M&E-related data, including reports, photographs, and other relevant documentation; Providing management, and support for small grant recipients in Syria, Iraq, and Yemen, ensuring timely and compliant implementation of grant activities, milestones, and reports; and Preparing scheduled and field assessment reports, studies and analyses regarding the small grants program on as needed basis. Required Skills & Qualifications: Bachelors’ degree in a relevant field or a professional accounting/financial qualification; Minimum of five (5) years of professional experience working in complex and challenging field operational contexts; Minimum three (3) years’ grants administration, preferably in Middle East with projects funded by USAID and/or U.S. Department of State; One year of experience in monitoring and evaluation, social science research, journalism, or relevant field; Previous experience in reporting on program results; Solid understanding of donor regulations and procedures pertaining to grants management; Demonstrated ability to perform complex tasks and to prioritize multiple projects; Demonstrated ability to analyze technical and cost proposal of local partners and prepare reports and recommendations on whether or notapplicants should be funded; Ability to analyze budget line items for compliance with budget guidelines; Proven records maintenance and database management skills; Ability to work under pressure and efficiently handle multiple tasks; Ability to work under own initiative or as a part of a team; Excellent written and spoken English and Arabic language skills; and Authorization to work in Turkey.
