General Description Performs professional level duties in a general fashion using human resources management systems and programs. This position is responsible for thorough execution of the recruiting process, also being responsible for new hire processing and orientation, requires an eye for detail, and an ability to multi-task in a fast-paced environment. Essential Duties & Responsibilities Under the supervision of the HR Director, will develop recruitment programs to attract applicants and to fill job openings in a timely manner. Develop job descriptions and announcements, post advertisements using a variety of forums and networks. Review applications, evaluate qualifications of both internal and external candidates, conduct pre-screenings to analyze candidate's experience and training and present fully-screened qualified candidates to hiring managers in a timely manner. May schedule interviews as necessary. Complete reference checks and background checks on selected candidates. Prepare offer letters/agreements for approval and signature. Liaise with new hires to ensure submission of all necessary documentation and coordinate the new hire orientation sessions. Recommend system improvement to current recruitment processes to ensure streamlined, cost effective, high quality services are provided to hiring departments. Track applicant flow and effectively maintain necessary databases and reports to collect and analyze recruitment data. Attend career fairs and conferences as necessary to promote the County and provide information on County operations and employment opportunities to potential applicants. Provide human resources support, services and information to employees, supervisors/management and the public in a variety of areas related to human resources. Perform administrative duties including written reports, memoranda, letters, electronic correspondence, interaction with others, and communication through telephone and meetings. Provide input and technical interpretations of policies and laws and make recommendations regarding streamlining/refining methods of operation relating to various department functions to create HR efficiencies and best practices. Respond to requests from other jurisdictions and agencies; coordinate and assist in the collection of data as required by HR Director. Conduct a variety of research projects, perform human resource surveys and studies, and complete special projects as directed. Coordinate the human resources records management program. Maintain applicant files, general correspondence, and other informational and data files in accordance with the Florida Public Records Law and state/federal requirements. Answer telephone calls; greet visitors, applicants, employees, supervisors/directors and general public/business customers. Takes messages and/or field/answer routine and non-routine questions, providing general information and giving referrals. Perform related duties as assigned by HR Director. Minimum Requirements A Bachelor's degree in Human Resources, Business Administration, Public Administration or related field from an accredited college or university is preferred. A minimum of three (3) years of progressively responsible professional experience in Human Resources is required. Candidates with demonstrated technical experience in recruitment and online application systems is preferred. Proficiency in Microsoft Suite applications, including MS Word, MS Excel, MS Outlook, and PowerPoint is required. Governmental experience is preferred. Professional Certification in Human Resources will be looked upon favorably. An equivalent combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job. Know and understand Florida Public Records Law and Florida Statute 119, recordkeeping rules and practices for state and local government agencies. Comply and provide public records in accordance with County policy and statute. Ability to establish and maintain positive working relationships with department staff, County employees, and internal and external agencies. Show respect and sensitivity for cultural differences and foster the value of diversity at the organization. Ability to use and operate personal computer and general office equipment. Skilled in the creation and production of statistical reports and spreadsheets as well as the use of word processing, email/Outlook and payroll/HR database software. Ability to compose correspondence such a Memoranda, letters, reports, both routine and complex. Ability to travel to field office, career fairs, etc. as necessary. Sedentary work. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull otherwise move objects, including the human body. Work is performed in usual office conditions with rare exposure to negative environmental factors. All main duties and requirements are essential job functions. The employee will pay the difference of the premium cost if they elect family coverage. Life Insurance The County provides basic life and accidental death and dismemberment (AD&D) life insurance coverage of $ 20,000.00. Eligible employees may purchase additional coverage for themselves, their spouse, and dependent children through the Supplemental Life Insurance program. Long Term Insurance Employees may purchase long term insurance through the County's provider for life insurance at affordable rates. Supplemental Insurance Supplemental Insurances such as short-term disability, hospital, cancer, and accident are available through Aflac, Colonial Life and Liberty. Vision Insurance The County offers a voluntary vision plan at affordable rates. Employee Assistance Program (EAP) The County provides a comprehensive employee assistance program, provided by Aetna, which includes counseling, education and referral services for employees and their eligible family members. EAP services are strictly confidential. Vacation Full-time employees accrue vacation of up to 96 hours per year and the accrual will increase depending their length of service with the County. Employee may also earn 8 hours as personal leave each year. Sick Leave Full-time regular employees accrue up to 96 hours of sick leave on a yearly basis. Holiday Pay The County has eleven paid holidays as listed for full-time and part-time employees (as scheduled).
